Supervises: Director of Assessments and Accountability, Director of CCMR and Postsecondary, Director of District Data Analytics
Primary Purpose: The role of Executive Director of Accountability and School Improvement is to provide overall leadership for directing, implementing, and improving the district’s testing and assessment program and understanding all elements of the Texas Accountability System to inform District Leadership when making critical decisions impacting students and district improvement, as it relates to the Strategic Plan, Board Goals, Indicators of Success, and other possible district accountability measures.
Qualifications:
Education/Certification:
• Master’s degree required
• Professional Administrator; Mid-management; or Principal Certificate
• Certified instructional supervisor and appraiser
Special Knowledge Skills:
• Strong interpersonal skills to develop and maintain effective collaborative relationships with district personnel and community.
• In-depth knowledge of STAAR, TSIA, SAT/ACT, and other accountability assessments
• Ability to interpret data and identify performance gaps
Experience:
• Three years campus principal experience (preferred)
• District level administrative experience (preferred)
• Three years’ experience as a classroom teacher
• Alternatives which the superintendent may deem appropriate
Major Responsibilities and Duties:
• Maintain a working knowledge of all district assessments and their impact on accountability.
• Ensure confidentiality of student data and comply with all ethical and security protocols.
• Attend and participate in meetings with directors and other administrative personnel to address items as they relate to department, including planning and coordination with other departments and within department areas.
• Assumes responsibility for all creating systems and processes to assist school district personnel to understand and effectively use assessment/evaluation data for the purpose of decision making related to school improvement.
• Coordinates and supervises services in a manner consistent with Board policy and consistent with statutes and standards of regulatory agencies
• Responsible for compiling, analyzing, and presenting performance data and reporting the results to the Superintendent, the Board, Associate Superintendents, Chiefs, and school administrators.
• Provides assistance to school and district improvement planning committees in determining campus needs by compiling and evaluating campus data, including achievement data.
• Provide direct assistance to targeted campuses in conjunction with the Executive Directors of Leadership.
• This position will coordinate with TEA on matters related to state accountability system irregularities and sanctions.
• Supervises and oversees all aspects of district testing preparation and administration of, including but not limited to, all state mandated testing, MAP, TSIA, SAT/ACT, CogAT, etc.
• Provide information that advises staff and School Board on policy related to the areas of accountability, as needed.
Job Functions:
• Proactively predict accountability trends for the district and consistently communicate these results to the applicable stakeholders.
• Build and utilize a network of leaders throughout the region and state to enhance our district’s knowledge regarding accountability, the measures, and opportunities for growth.
• Supports the Director of Accountability and Assessments to collect, analyze, and report campus and district results, status and other demographic considerations.
• Provides, disaggregates, and analyzes data related to district trends, accountability, and areas of opportunity for campuses, with support from Director of Accountability and Assessments.
• Perform qualitative and quantitative analyses of information from various sources.
• Compile budget and cost estimates based on documented department needs for 852 and PIC 38.
• Communicate district goals, test scores, accountability measures, and accomplishments to appropriate school officials, parents and community members.
• Provides technical assistance to Cabinet, Executive Directors, campuses, and other departments relative to gathering, reporting, or analyzing specific kinds of assessment data in both internal and external information systems.
• Participates in the establishment of targets for accountability for the district, its schools and departments.
• Analyzes the results of central administration and non-instructional department performance measures to determine areas of opportunity, trends, and potential next steps.
• Makes use of national, regional and state resources for school improvement and shares information with relevant administrators and planning committees.
• Attend regional, state, and/or national meetings, which provide current knowledge and training in assessment and accountability.
• Present at state and/or national professional development session (when applicable)
• Initiates and maintains effective relationships with other staff, departments, schools, and school districts to keep abreast of new educational developments, programs and ideas and innovative programs for non-instructional departments.
• Develops campus, district, and department accountability reports for the Superintendent, Board, Superintendent Cabinet and other audiences.
• Promotes a culture of decision-making informed by meaningful data through a process that identifies and improves indicators for school accountability across district functions and departments.
• Provides technical assistance to campus administrators and planning committees developing campus improvement plans by providing research on student achievement history or other relevant factors specific to the campus based on past academic history, socio-economic, etc. as requested
• Effectively oversee PEIMS submissions and develop submission procedures and regulations
• Cooperate with other ECISD departments in the coordination of research and evaluation, as it relates to accountability and school improvement
• Assist in reviewing programs that have the potential to enhance/improve the district assessment program and student outcomes
• Ensure strong execution of monthly PLCs with each high school (led by advisors) to strategically track, monitor, and report out on CCMR progress and accountability measures, which are led by Director of CCMR.
• Support the collaboration of C&I, accountability, counselors, and campus-level staff for the benefit of our students CCMR and postsecondary success, led by the Director of CCMR and Postsecondary
• Ensure strong execution the district-wide CCMR vision and goals, specifically related to accountability and Board Goals
• Co-lead the verification and implementation of the district dashboards for CCMR and accountability.
• Prioritize and ensure CCMR improvement and implementation of expected strategies and the district and campus level
• Support campus administration with school improvement measures related to co accountability, CCMR, student growth, and student groups
• Oversee Results-Driven Accountability (RDA) reporting, metrics, strategic support plans, and execution of goals, with collaboration of Emergent Bilingual, Special Education, and Other Special Populations (OSP)
• Oversee Texas Academic Performance Reporting (TAPR), as it relates to the student listings, campus communication, public hearing requirements, and strategic instructional supports related to accountability. Present other performance data to Board and DEIC.
• Lead accountability and school improvement coaching and support with campus administrators, as appropriate with Executive Directors of Leadership. Prepare presentations to the Board for TIP, TAP, and federal accountability.
• Lead the Executive Directors 1st Team meetings, prioritizing collaboration and problems of practice that are systemic
• Support and guide the Director of Student Supports with counseling, advising, monitoring and overseeing counseling services which target students’ personal, academic, and social growth in the educational setting.
• Fosters interaction and coordination with departments, campuses, students, parents, and community.
• Support the development of systems to establish and maintain open lines of communication with parents, students, and teachers.
• Support the Director of Student Supports and Counseling with overseeing the assistance to students, parents, and teachers with education, career, college, and scholarship information.
• Coordinates and lead the development of the District Improvement Plan. Conduct and host Instructional Rounds with District and campus personnel as needed and data becomes readily available.
• Track data for board goals, indicators of success, and leading initiatives.
• Any other tasks as deemed necessary by supervisor.
