Supervises: Directors, Coordinators, Specialists, Administrative Assistants, and other Instructional staff.
Primary Purpose: Evaluate and provide leadership for instructional programs of the district.
Qualifications:
Education/Certification:
• Master's degree in education administration.
• SBEC administrator certified.
• T-TESS certified and AEL or ILD certified.
Special Knowledge Skills:
• Knowledge of curriculum and instruction
• Knowledge of literacy program design and implementation
• Ability to evaluate instructional programs and teaching effectiveness
• Manage budgets and personnel

Experience:
• Three years’ experience as a classroom teacher
• Three years of campus administration experience

Major Responsibilities and Duties:
Instructional and Program Management:
• Direct instructional and curriculum services to meet students' needs
• Plan, implement, and evaluate instructional programs with teachers and principals, including learning objectives, instructional strategies, and assessment techniques
• Apply research and data to improve the teaching and learning process's content, sequence, and outcomes
• Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis
• Involve instructional staff in evaluating and selecting instructional materials to meet student learning needs
• Ensure the use of technology in the blended learning environment
• Plan the necessary time, resources, and materials to support the accomplishment of educational goals
• Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate
• Support the implementation of the district Strategic Plan, District Improvement Plan, Targeted Improvements Plans, Turn-Around Plans, and RDA Strategic Plans.
• Participate in the district-level decision-making process to establish and review the district's goals and objectives and major classroom instructional programs
• Actively support the efforts of others to achieve district goals and objectives and campus performance objectives
• Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness
• Conduct or participate in campus site visits used to evaluate curriculum and instructional alignment
• Secure consultants, specialists, and other community resources to assist principals and instructional staff attain objectives
• Provide effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others
• Assist in preparing presentations to the Board, related to but not limited by MAP, STARR/EOC, and other pertinent district data.
• Lead the development, implementation, and evaluation of district-wide assessments to ensure alignment with state standards (TEKS, College Readiness, etc.), ECISD's instructional framework, and instructional goals.
• Analyze student performance data to identify trends, inform instructional strategies, and support continuous improvement in literacy outcomes across all grade levels.
• Collaborate within and across departments and divisions, including with district leadership, campus administrators, and instructional staff, to set performance benchmarks, monitor progress, and drive data-informed decision-making.
• Collaborate within and across departments and divisions to ensure an understanding of standards, quality, and scoring mechanisms for writing on standardized assessments including state assessments and college readiness assessments (NWEA, STAAR, TSIA2, SAT, ACT, AP, etc.)
Policy, Reports, and Law:
• Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the curriculum and instruction area
• Compile, maintain, and present all physical and computerized reports, records, and other documents required
Budget:
• Administer the curriculum and instruction budget and ensure that programs are cost-effective and funds are managed prudently
• Compile budgets and cost estimates based on documented program needs
Personnel Management:
• Prepare, review, and revise job descriptions
• Evaluate job performance of employees to ensure effectiveness
• Assist with recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal. Assist with the implementation of the designated teacher appraisal system
Communication:
• Provide two-way communication with the C&I team, EDLs, campus administration, teachers, staff, parents, and community
• Continuously support campus administration as needed
• Demonstrate conflict resolution skills with administrators, parents, teachers, staff, and community
• Monitor professional research and disseminate ideas and information to other professionals
Community Relations:
• Articulate the district's mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing the district's mission
• Demonstrate awareness of district-community needs and initiate activities to meet those needs
• Demonstrate appropriate and effective techniques to encourage community and parent involvement
Supervisory Responsibilities:
• Supervise and evaluate the performance of assigned staff
