The Chief Operations and Planning Officer (COPO) assists the Superintendent of Schools in leading all support services and planning functions of the school district. He or she develops and executes strategic plans and district-wide policies and programs to support students and staff. The COO is responsible for overseeing the operational systems of the school district, including transportation, maintenance, and custodial services, facility design and construction, bond development and oversight, child nutrition, enrollment management, and long-range planning.
The Chief Operations and Planning Officer must act with integrity, support organizational goals, demonstrate the ability to inspire, grow, and motivate others, and commit to championing the needs of students, staff, and the school district.


•Master’s Degree from an accredited college and/or university preferred

•Knowledge of facility design and construction processes
•Adept at planning and public engagement
•Ability to coordinate department services for district needs
•Ability to manage budgets and personnel
•Ability to interpret and apply policy and procedures
•Strong communication and interpersonal skills

•10 years related experience with at least five years school district administration/supervisory experience
•Previous construction experience is helpful
•Bond acquisition or bond management
•Public engagement and committee facilitation

•Provide strategic direction and coordinate the maintenance and renovation of district facilities and the construction/renovation of facilities.
•Provide financial accountability for all construction projects.
•Provide direction and day-today coordination for support services, including transportation, maintenance and custodial services, facility design and construction, bond development and oversight, child nutrition, enrollment management, and long-range planning.
•Responsible for leading, facilitating and developing a master plan for District facilities based on long-range planning.
•Responsible for procuring the funding for construction and renovation of facilities through bond financing.
•Implement the policies established by federal and state law, the Texas State Board of Education, and local board policies.
•Ensure the school district complies with all statutes concerning the American with Disabilities Act and the Hazard Communications Act.
•Compile, maintain and present all physical and computerized reports, records, and other documents as required.
•Represents the Superintendent of Schools as an official of the District.
•Provides overall leadership and guidance related to the above duties, while serving as the primary resource to the Superintendent of Schools and the Board of Trustees in the development and interpretation of policies and procedures for effective operations and planning.

Supervisory Responsibilities:
Leads the development, deployment, and ongoing management of key initiatives covering multiple major disciplines with direct accountability for results, effectiveness, costs, methods and employees. Establishes operational objectives and assignments for multiple disciplines/functional areas and possibly departments. Evaluates recommendations of others, deciding on course of action in ambiguous situations, and oversees the deployment of innovative solutions. Collaborates with executive leadership to develop strategies and broad departmental objectives; establishes methods, techniques and evaluation criteria for projects, programs, and people in the achievement of strategic objectives.

Working Conditions:
The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and state-wide, occasional prolonged and irregular hours, and participation required and some district functions. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
