Bid Analyst

As a Bid Analyst, you will direct and manage the evaluation of proposals and assist with the recommendation of vendors from the Cooperative Procurement Department for the Local Government Purchasing Cooperative and National Cooperative. This is a Texas-based remote position requiring the selected candidate to live within the State of Texas. 

A Typical Day 

• Evaluate and review proposals submitted to The Local Government and National Cooperatives. 
• Verify compliance with all competitive bidding statutes as prescribed by Texas law for local governments. 
• Assure that proposals comply with the general conditions and specifications of solicitation. 
• Utilize time for the management of assigned activities, accomplishing the tasks assigned, and to meet deadlines within the Procurement Department.

How You’ll Make an Impact

• Prepare a detailed matrix associated with the evaluation of proposals for award recommendation. 
• Assist with final vendor recommendations and award to the Procurement Director. 
• Stay informed of state regulations regarding the purchasing laws for all local government and the best practices utilized by local government purchasing professionals. 
• Prepare, compile and verify the deviation report to terms and conditions per proposal invitation. 
• Provide a point of contact for vendor relations, assist and or intervene with vendors regarding contract compliance and actively recruit new vendors in all areas of the state. 

Skills For Success

Education and Experience: 

• Bachelor of Business Administration degree or related field. 
• Certification of CPM, CPPO, or TASBO.
• Minimum of five (5) years of experience in governmental purchasing. 

Knowledge, Skill, and Abilities: 

• Knowledge of public purchasing laws and procedures necessary. 
• Excellent communication skills, both oral and written, with good public relation skills. 
• Detailed oriented and mathematically proficient.
