Job Summary: Provide professional development and technical assistance to school personnel including: Title I, Part A; Title II, Part A; Title IV, Part A; ESSA Consolidated Grant; ARP Homeless, Texas Education for Homeless Children and Youth (TEHCY), McKinney-Vento Programs, ESC ESSA Basic Services Grant, and ESSA Contract activities to meet district needs regarding effective programs and compliance with state, federal laws rules, and guidance. This is done within the framework of the philosophy and objectives of the ESC as established by Board policy, consistent with the statutes and standards of the Texas Education Agency, and in accordance with regulations and procedures.

Education/Training:
Bachelor Degree or required license
Prefer Master Degree in related field
Mid-Management Certification
Experience:
At least 7 years of related experience

Major Responsibilities and Duties:
- Plan and facilitate regional professional development for Region 7 customers based on requests and needs assessment data from district/regional data sources, including local education school personnel serving students in federal and state programs. This includes students that are living in poverty, identified as McKinney-Vento Homeless, and/or are at risk of failing or dropping out of school.
- Provide technical assistance and leadership to Region 7 customers in understanding and maintaining compliance with current federal and state laws, rules, and regulations, which may include: McKinney-Vento, Every Student Succeeds Act (ESSA) Applications and Compliance Reports, Title I Part A Paraprofessionals, Parent and Family Engagement, Comprehensive Needs Assessment, Campus Improvement Plans, District Improvement Plans.
- Analyze state and regional data to collaboratively develop the Center for State and Federal Programs Continuous Improvement Plan.
- Demonstrate effective leadership in collaboration with LEAs, ESC 7 staff, other ESCs, and TEA through program assistance and activities designed to promote improved student performance and services for students that are identified as at-risk or economically disadvantaged.
- Provide leadership in the assigned areas including Every Student Succeeds Act (ESSA), Parent-Family Engagement, Paraprofessional Support, McKinney-Vento programs.
- Participate with other ESCs and TEA in activities designed to promote improved student performance related to economically disadvantaged, McKinney-Vento, and students identified as at-risk.
- Demonstrate effective leadership in teamwork with ESC and LEA groups.
- Participate in formal and informal professional development activities based on needs assessment data, job descriptions, performance evaluation, and job goals.
- Participate in ESC staff meetings and department meetings.
- Provide support with improving student outcomes and achieving accountability targets.
- Plan and deliver services to schools in support of improvement and compliance with accountability intervention requirements.
- Regular reliable attendance.

Funding
All Region 7 employees are at-will employees. Because your assignment is funded by grants, federal funding, and/or special funding, your continued employment is expressly conditioned on the availability of funding for the position. If funding becomes unavailable due to loss of state/federal funding or due to financial constraints of Region 7 ESC, your position is subject to immediate termination.
