The Bond Financial Manager oversees the financial management of the District's bond funds, ensuring compliance with regulations and alignment with the District's mission. This position will maintain the accounting systems, perform cash flow analysis, manage bond budgets, prepare financial reports, and assist with procurement processes. The role ensures financial stability and effective execution of bond projects.
Position Description
Essential Duties and Responsibilities
Develops and maintains accounting and reporting systems for the control of revenues and expenditures for all Bond funds and drawdowns. Works collaboratively with Design and Construction to identify and initiate internal control processes and to reconcile and report on the Bond’s financial assets. Ensures alignment to the Bond Program within the context of the District’s mission, values, goals and objectives. Ensures all local, state, and federal laws and regulations related to bond expenditures are met.
- Provides cash flow analysis for all capital accounts and other analytical reports and analysis as needed. Works with the District Treasurer on investment management for Bond funds. Ensures timing of debt issuance is aligned with tax rate capacity within the District’s Debt Service Fund.
- Prepares a comprehensive Bond Project Report for each project, updating the budget with encumbrances and actuals monthly
- Prepares and presents presentations of bond information for internal stakeholders, public committees, and the board of trustees as needed
- Assists in developing, managing, supervising, and monitoring the preparation of the District’s multi-year Bond project budgets. Assists the Design and Construction department with evaluating inflationary impact on bond projects and ability to complete projects within budget and scope. Provides real time budget data for all capital projects.
- Provides complex technical analyses and report preparation on Bond projects to ensure financial stability and adherence to the District’s Fiscal and Budgetary Strategy and Disclosure Strategy, as well as applicable local, state, and federal requirements and Generally Accepted Accounting Principles (GAAP).
- Assists with bond related procurement and purchasing. Tracks and reviews all change order requests, requisitions, and payments for ongoing projects. Works with the Purchasing and Materials Management department to ensure compliance with District procurement policy and applicable local, state, and federal requirements. Coordinates with other District departments as needed to ensure consistent and appropriate use of vendors.
- Assists in the negotiation of contracts, contract services, and leases for the District, with the assistance of Purchasing and Materials Management department, and District counsel.
- Maintain oversight for budget and actual transactions in bond funds and review each account for deficit balances and prepares fund reconciliations as needed.
