PRIMARY PURPOSE:
Coordinate the overall accounting functions, cash efforts, and accounting information for the District.
MAJOR RESPONSIBILITIES AND DUTIES:
Administer accounting system including general ledger, cash receipting, accounts payable, fixed assets.
Responsible for monthly and year-end closing of accounting records.
Review accounting transactions to determine accuracy and compliance with TEA, GAAP and district guidelines.
Coordinate annual financial audit and provide support as needed.
Prepare and analyze monthly and quarterly reports for the Board of Trustees, departments, and campuses.
Assist in the preparation of Annual Comprehensive Financial Report.
Maintain construction accounts and issue monthly reports of bond position.
Develop and document policies and procedures.
Develop training plans for staff and campus personnel as needed.
Assist with compliance of accounting systems with applicable laws and regulations.
Apply for GFOA recognition.
Responsible for TEA reporting of PEIMS finance records.
Review District payables without purchase orders.
Responsible for account reconciliations and related journal entries.
Monitor and review expenditures in all funds, including general, debt service, construction, federal, campus, and student activity funds.
Fulfill public information requests.
Approve federal and state filings.
Prepare annual reports for the Texas Department of Agriculture, Indirect Costs and FIRST reports.
Perform random audits on activity accounts.
Advise personnel on accounting procedures as needed.
Complete other duties as assigned.

QUALIFICATIONS:
Education / Certification
Minimum of Bachelor’s degree in accounting or related field
Certified Public Accountant (preferred)
Special Knowledge Skills:
Proficient communication skills (written and oral)
Experience in the use of integrated accounting and payroll software packages
Proficient use of Microsoft Professional Office Suite
Experience:
Three to five years of accounting experience, preferably in a public education environment
