Primary Purpose:
Lead, direct, and coordinate the department of Facility Services to provide students and staff with a learning environment and work environment that is safe, clean, environmentally appropriate, flexible, attractive, and supports the instructional mission. Coordinate department operations with construction activities.
Qualifications:
Education/Certification:
Bachelor’s degree in a field related to the field and responsibilities
5 years of personnel management experience
8 years’ experience maintaining school facilities
5 years’ experience managing a budget
Prefer a current license in one or more of the following or prior licensure with experience in: HVAC, electrical
Must have a clear and valid Texas driver’s license
Special Knowledge/Skills:
- Advanced knowledge of school plant maintenance
- Knowledge of custodial operations, grounds keeping, and basic principles of construction
- Knowledge of mechanical and electrical design and installation
- Knowledge of energy management systems
- Knowledge of health and safety regulations and building codes
- Experience with public works bidding and the ability to prepare/write specifications for request for proposals for the areas managed
- Ability to analyze, interpret data, read blueprints and schematics

- Ability to conduct on-site inspection of district facilities, systems, equipment, and grounds
- Ability to interpret data, develop metrics and use work order system to record/track department activities

Major Responsibilities and Duties:
Administration, operations, and organization
Building Maintenance and Repair, Grounds & Athletic Fields Maintenance, Energy Management, Custodial, and Pest Management
- Ensure that district facilities, grounds and athletic fields are functional, safe, clean, and well maintained. Implement and maintain preventative maintenance processes.
- Ensure department operations are aligned to carry out the objectives of the district’s strategic plan, and goals are set at the department and employee levels.
- Stay abreast of best practices in all facets of departmental operations.
- Ensure that work orders are processed and executed in a timely manner. Review data recorded to manage department operations, ensure effectiveness, and record costs for long-term and budget planning.
- Ensure a preventive maintenance program for HVAC and that energy management systems are operational and well-maintained. Ensure compliance with the district’s adopted energy management program.
- Manage contracts established with contractors/vendors to perform maintenance functions, oversee work, and ensure insurance certificates are on file and updated.
- Prepare plans and specifications for contracted repair work and site improvements for bidding.
- Review and approve all expenditures of the department.
- Routinely visit and inspect facilities and grounds to ensure objectives are met.
- Coordinate and oversee minor construction/renovation projects either paid by the district and/or through donations from parent organizations, etc., and that have been approved by the district.
- Work cooperatively with the Risk Manager to plan and coordinate build-back projects after abatement or other environmental causes.
- Work cooperatively with principals and others to develop short and long-range plans for each facility/property. Provide exceptional customer service to all areas and foster a student-centered and client-centered environment.
- Ensure efficient and effective operations. (Able to present measureable data demonstrating reulst.)
- Evaluate achievement of performance measures to identify new initiatives and/or to improve the overall delivery of services in the most cost-effective manner.
- Develop and maintain a long-range master facility plan. Engage in planning to anticipate and mitigate conditions and to create short-range and long-range plans for all facilities.
- Work with the construction department or program management company to review construction specifications and plans for all construction projects to ensure a fit with the maintenance program and that district standards are maintained.
- Act as liaison between facility services, internal construction department or third-party program management group and architects, engineers, and construction firms hired for bond programs.
- Coordinate the district’s integrated pest control program with the Risk Manager.
- Work cooperatively with the Emergency Management & School Security Department to maintain door systems and other systems as necessary or mandated to mitigate risks and maintain a secure environment.
- Ensure locksmith activities are aligned with requirements of the Emergency Management & School Security Department and district administrative regulations and procedures.
- Work cooperatively and support leasing/facility use activities of the district.
Policy, Reports, and Law
- Develop and maintain written departmental procedures for maintenance, repair, security and operation of all district buildings, grounds and equipment.
- Ensure compliance with federal and state law, State Board of Education rules, local Board Policy, and district regulations.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required. Retain records as required by state retention laws. Ensure staff are aware of retention rules and periodically check that schedules are being followed.
- Maintain performance data and records about the department’s operations.
- Maintain, organize, and catalogue all construction project manuals, blue prints, blue lines, work permits, plats, surveys, site drawings, warranties, insurance certificates, close-out documents, and any other such related documents.
- Prepare data necessary to process payroll. Tightly manage payroll and overtime allocated to the department.
- Ensure employment data and records are maintained on employees.
Budget and Inventory
- Develop and administer the department budget based on documented needs and ensure that operations are cost effective and funds are managed wisely. Research and recommend grant opportunities to supplement department funding and operations.
- Prepare detailed cost estimates for projects. Ensure vendors and contractors are complying with proposal/quote details to comply with the district’s procurement rules and policies.
- Plan and direct inventory stock control program for equipment and supplies.
- Recommend disposal of obsolete equipment and purchase replacement equipment when necessary.
- Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
- Approve and forward invoices and purchase orders to finance/purchasing departments.
- Coordinate repair and maintenance of department vehicles, trailers, equipment, and tools.
- Conduct and oversee an annual inventory of vehicles, trailers, equipment, tools, parts, and supplies and implements controls. Update schedules for insurance and forward to Operational Services.
Personnel Management
- Recruit, select, train, supervise and evaluate personnel and make sound recommendations about personnel placement, transfer, retention, and dismissal. Prepare, review, and revise department job descriptions. Evaluate department structure and effectiveness on an ongoing basis. Make recommendations to the COO as needed.
- Initiate an outreach program for recruiting auxiliary staff.
- Coordinate with Operational Services Department and/or Risk Management on accommodation of employees on workers’ compensation and with the Human Resources Department for employees dealing with a disability.
- Emphasize appropriate decorum and behavior among staff emphasizing acceptance of cultural and gender diversity.
- Deal sensitively and fairly with personnel.
- Ensure department personnel are knowledgeable of district policies and regulations. Maintain open lines of communication with all department personnel. Foster positive communication within the department.
- Set goals with department lead staff and others in the department.
- Maintain a positive and supportive working environment for all.
Safety
- Maintain safety standards in conformance with federal, state, and insurance regulations and implement a program of preventative safety.
- Ensure facilities are secured and safety/control systems are operational.
- Ensure that equipment is maintained in an appropriate operating condition.
Other
- Participate on the district emergency operations management team and take an active role in emergencies as needed.
- Ensure professional growth to stay abreast of innovative techniques, industry trends and advancements, and make recommendations as appropriate.

- Facilitate effective communication with staff, community, and the Board of Trustees.
- Demonstrate behavior that is professional, ethical, responsible, and serve as a role model for district staff.
SUPERVISORY RESPONSIBILITIES
Supervise, evaluate, and make recommendations for hiring and termination of personnel within the department. These include the Facility Manager, support staff, lead maintenance, HVAC maintenance, grounds and custodial supervisors, and skilled craftsman.
WORKING CONDITIONS
Availability:
The Director must live within 25 miles of the district and is readily available to respond to and handle on site emergencies within 30-45 minutes of notice on a 24/7/365 basis (outside of vacation days). Must maintain a cellular telephone plan with messaging services and sitrict email for ease of communication and access. Must have Internet access at home to stay abreast of or respond to email and other communication and issues affecting department operations. While the department maintains a group of personnel for on-call issues, the director must be available by phone at all times.
Mental Demands/Physical Demands/Environmental Factors:
Frequent travel within the district; occasional out-of-district travel; frequent prolonged and irregular hours; work indoors and outdoors; high pace and at times stressful environment; attend after-hours meetings; handle emotional situations.
Other Physical Requirements:
Meets the minimum requirements of the physical capabilities job description (separate document). Prolonged sitting; frequent standing; frequent walking several hours per day; climbing; bending/stooping; kneeling/squatting; pushing/pulling; twisting and reaching overhead.
