The posted salary range budgeted for this position is between $7,083.33 and $8,173.08 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Technology unless the average pay exceeds the midpoint for the state position’s classification salary group. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role.   

Position Overview
The PeopleSoft Developer will perform advanced computer programming work involving all technical aspects of supporting, maintaining, and enhancing the Centralized Accounting and Payroll/Personnel System (CAPPS) for the Texas Education Agency, specifically the financial modules. This position requires strong PeopleSoft Financials (8.x,9.2 or above) skills.  We are seeking a proactive team member who will provide technical programming support for maintenance, upgrade, and implementation of CAPPS projects and initiatives. The PeopleSoft Developer works under minimal direction with considerable latitude for independent judgment and implements technical solutions for initiatives with internal, external, and state and federal partners including Internal Audit, State Auditor’s Office, Comptroller of Public Accounts, and the Legislative Budget Board. The PeopleSoft Developer works across multiple agency stakeholders to ensure the accuracy and the efficacy of the assigned components, ultimately in the service of Texas’ 1,200 school districts.

About Office of IT
The Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas’ 5 million-plus students. 

Essential Functions
1. Component and Module Development: develops and reviews PeopleSoft CAPPS Financials application software, database, reports components, ensuring they adhere to TEA standards, best practices, and customer requirements; performs technical analysis on existing defects or proposed enhancements to increase efficiency or to adapt to new procedures; develops and manages the PeopleSoft CAPPS Financials job scheduling, batch processes, scripts, and integrations; evaluates technical process flows, application bugs, and program failures; troubleshoots production problems, performs debugging, and develops fixes for program code issues; identifies and documents batch processes flows and protocols
2. Component and Module Testing: conducts unit, system, and integration testing and coordinates user acceptance testing; conducts enterprise work sessions with technical subject matter experts to define interface and job stream requirements; completes and assists with coordination between Interface Partners, Comptroller of Public Accounts (CPA) and other internal stakeholders for unit, system, and integration testing and acceptance testing 
3. Technical Analysis and Support: performs technical analysis and support of the PeopleSoft CAPPS Financials applications, designs, builds and tests new or existing programs and information systems; implements technical solutions of the PeopleSoft CAPPS Financials application code and interfacing programs to support production operations; develops queries, performs data analysis, formulates problem descriptions, and identifies solutions for various processes; evaluates functional requirements and configurations and designs technical work arounds and fixes; develops and tunes PeopleSoft Application Engine, Page/Components, PeopleCode, and other program code, XML/BI Publisher reports, and queries; configures and supports PeopleTools, PeopleSoft, and process scheduling architecture
4. Team Contribution: collaborates with the project team for sprint/release/project work on tasks such as providing development effort estimates, discussing architecture and design, triage and resolving defects or issues in multiple environments and providing status on work assignments or issues; prepares and maintains technical documentation as required (i.e. process flows, object or data models, project plans, environment diagrams, test plans, etc.).  Conducts peer reviews and provides feedback to other developers on the team

Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least five (5) years of experience in PeopleSoft Financials and PeopleTools
• Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Knowledge in systems analysis and programming work on PeopleSoft Financials, version 8.8 or higher Knowledge of the PeopleSoft financials application, PeopleCode, and PeopleTools
• Knowledge of data integration, interface, and batch processing system designs
• Knowledge of effective principles of the project development lifecycle and coding standards
• Prior experience troubleshooting and resolving complex technical issues
• Ability to define technical design and implement code solutions
• Highly organize with the ability to manage multiple projects at once and meet deadlines
• Collaborative and able to partner with other IT staff to recommend standards, guidelines, and new processes
• Excellent written and verbal communication skills
• Must have a desire to be proactive, take initiative, self-reflect, give/receive feedback and continuously improve
• Must be available some nights and weekends for supporting code deployments and application support
• Previous experience in XML/BI Publisher reports development is preferred but not required
