· Review and write requests for proposals/bids for food and child nutrition products and services, ensuring compliance with district and federal/special purpose requirements. Identify and develop sources of supply and services

· Recommends pricing methodology, review draft of technical specifications, and rewrite where appropriate to eliminate ambiguities, conflicts, and misunderstandings. Recommend procurement schedule and conduct bid/proposal conferences
|
· Work closely with Food & Child Nutrition Services staff for proper documentation and procurement for all related procurements
|
· Perform administrative support tasks to include submitting, reporting, filing, retrieving, researching, and distributing documents
|
· Provide guidance to schools/departments in securing special items required for special uses
|
· Maintain communication with end-user departments and schools to provide user-friendly customer services and technical assistance to user departments regarding district purchasing procedures and guidelines.
|
· Respond to audit requests and general inquiries regarding institutional food procurement, child nutrition products, equipment, programs, and services
|
· Ensure the proper training of Buyer I assigned to support Food & Child Nutrition Services
|
· All federally funded incumbents of this position must comply with time and effort reporting requirements through personnel activity reports or periodic certification, as appropriate
|
· Prepare, plan, and conduct negotiations or participate in negotiating terms for new work, changes and negotiate contracting matters within dollar values; and prepare records of negotiations
|
· Provides support for the District’s M/WBE participation goals
|
· Prepare recommendation and documents presented to the Board of Trustees for approval.
|
· Assists with contract compliance, contract close-out, renewal, or extensions of current contracts.
|
· Assists with review of work performed by district staff for accuracy and conformance to contracting and regulatory procedures.
|
· Review and approve purchase orders/transactions with proper consideration given to quality, price and delivery within proper procedures, policies, and requirements
|
· Keep abreast of legal requirements and regulations of purchasing for school districts including such as federal, state, county, and city laws as may apply.
|
· Performs all other tasks and duties as assigned.
