Payroll/Business Services Coordinator

Division/Department: Administrative Services / Financial Services

Reports To: Chief Financial Officer

Salary: This is a full-time twelve (12) month position at 232 days with an annual salary range of $79,447.00 - $96,888.00.


Job Summary (Primary Purpose)
Works under limited supervision and leads ESC Region 13 staff as well as school districts and charter schools in understanding and implementing government principles and processes related to payroll and financial services. This role primarily supports LEAs within Region 13 by providing expertise and training, while also contributing to ESC-wide policy and procedural development.


Required Qualifications (Experience, Education, and Certificates)
  • Bachelor's degree strongly recommended in Business Administration, Finance, Accounting, or a related field (education/experience may be considered)
  • Five (5) or more years of procurement, accounting, or financial experience
  • Experience providing technical training and assistance in an educational setting preferred
  • Experience with business information systems preferred

Preferred Qualifications (Experience, Education, and Certificates)
  • Experience in public school payroll and finance procedures
  • Experience with payroll and accounting principles and practices as they relate to school business
  • Understanding of school audit requirements
  • Experience with Ascender or Skyward Payroll Modules
  • Education and experience may substitute for one another on a year-for-year basis

Knowledge and Skills
  • Knowledge of federal and state laws, regulations, and procedures pertaining to school payroll and finance
  • Strong organizational, communication, and interpersonal skills
  • Ability to present and collaborate with external LEAs and upper-level leadership
  • Ability to work on multiple tasks with attention to detail
  • Ability to coordinate multiple projects and adhere to deadlines
  • Proven time management skills
  • Experience in self-directed and team-based environments
  • Ability to develop or identify effective and efficient business practices
  • Proficient in systems such as Smartsheet, Google Docs, Microsoft Office Suite
  • Ability to maintain confidentiality and exercise sound judgment

Major Job Responsibilities/Essential Functions
  • Serve as a representative of ESC Region 13, displaying courtesy, professionalism, and discretion in all interactions with school district staff, educational partners, and the public
  • Coordinate and deliver training to school district personnel on payroll processes, compliance, and best practices
  • Provide guidance on payroll-related policies and procedures to ensure alignment with state and federal regulations
  • Assist districts in interpreting payroll and personnel documentation to ensure accuracy and compliance
  • Analyze payroll and financial data to support district reporting, forecasting, and reconciliation
  • Support the implementation of payroll systems and tools within districts through hands-on training and technical assistance
  • Serve as a primary point of contact for school districts regarding payroll and finance procedures and ESC Region 13 external support services
  • Collaborate with internal departments (e.g., Finance, HR, Grants) to ensure consistent messaging and coordinated support
  • Maintain confidentiality of oral, written, and electronic information in accordance with FERPA and applicable regulations
  • Assist school districts with processing payroll transactions and verifying data entry in accounting or HR/payroll systems
  • Maintain organized records of training materials, client interactions, and district-specific documentation
  • Perform other duties as assigned
