Primary Purpose:
Assist in the preparation, monitoring, and analysis of the district’s budget to ensure compliance with applicable laws, regulations, and district financial goals. Provide support for payroll budgeting and data reporting with a focus on accuracy and customer service.
Qualifications:
Education/Certification:
Bachelor’s degree in accounting, finance, business administration, or a related field preferred
TASBO certification preferred
Special Knowledge/Skills:
- Working knowledge of Texas school finance and TEA account code structure
- Familiarity with position control practices and PEIMS reporting requirements
- Understanding of federal and special program financial compliance
- Proficiency with computerized financial systems
- Ability to interpret and analyze complex financial data
- Strong organizational, communication, and interpersonal skills
- Ability to work both independently and as part of a team
- High attention to detail
Experience:
Minimum two years of experience in school finance preferred
Experience with Texas school districts and PEIMS data systems highly desirable
Major Responsibilities and Duties:
1. Maintain up-to-date knowledge of TEA account codes; ensure compliance with state-mandated financial reporting standards.
2. Support the Director of Budget in monitoring staffing costs, assigning proper budget codes, and ensuring accurate PEIMS reporting.
3. Assist in identifying budget constraints and contribute to the development of efficient fiscal practices.
4. Participate in long- and short-range financial planning and forecasting.
5. Collaborate in the preparation of the annual payroll budget and ensure staffing allocations are properly recorded.
6. Work with Human Resources to ensure position control data aligns with approved staffing and budget plans.
7. Assist in coordinating and preparing materials for budget and training meetings.
8. Review negative budget balances; assist in identifying issues and recommend corrective actions.
9. Provide prompt, professional customer service to district departments and campuses regarding budget inquiries.
10. Prepare and enter journal entries, budget transfers, and amendments as needed.
11. Maintain and reconcile payroll accruals and prepare related reports.
12. Support the budgeting and tracking of federal grant payroll expenses.
13. Partner with the Special Revenue Specialist to support federal grant budget development, reconciliation, and expenditure analysis.
