Position Summary
Provide leadership for human resource activities to ensure high-quality staffing and retention of district personnel. Recommends and implements legally sound and effective human resource management programs, policies, and practices. Responsible for the strategic planning and implementation of human resource programs, including professional and auxiliary staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and benefits.

 
Education/Certification

  • Master’s degree in Human Resources, Business Administration, Education, or a closely related field with a concentration in finance and accounting from an accredited college or university recognized by the US Department of Education. 
  • Valid Texas teaching certificate or administrator certification (Preferred)

 
Special Knowledge/Skills

  • Advanced knowledge of the selection, training, supervision of personnel, and workforce utilization      
  • Advanced technical knowledge of the development and administration of the Comprehensive Compensation Plan for all employees
  • Advanced knowledge of school employment law, personnel law, and hearing procedures
  • Skill in designing and implementing human resource programs, processes, and services.
  • Skill in using data-driven decision-making to determine the effectiveness of various programs and initiatives and develop strategies for improvement.
  • Skill in short- and long-term master strategic planning
  • Skill in problem analysis, decision-making, and conflict resolution.
  • Skill in working collaboratively and cooperatively with others across a complex organization with numerous stakeholders and facilitating groups to consensus.
  • Skill in gathering/organizing/analyzing/interpreting data, utilizing various statistical techniques, applying concepts to assist in formulating conclusions, and developing recommendations and solutions.

Experience

  • Minimum 3 years of successful experience in human resources or related areas;
  • Educational setting (preferred)
  • School leadership experience (preferred)

Major Responsibilities and Duties

Employment

  1. Develop recruitment and retention strategies for district personnel.
  2. Develop and implement a screening and selection process for all employees.
  3. Work with principals and other administrators to forecast staffing needs and develop staffing plans.
  4. Ensure that all teachers are highly qualified.
  5. Administer and oversee orientation programs for new employees.
  6. Administer employment contracts and supervise contract renewals and non-renewals.
  7. Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations.
  8. Assist supervisory personnel in conducting due-process procedures.
  9. Direct and monitor employee performance appraisal and ensure that supervisors have proper training.
  10. Assist supervisors and principals with employee counseling and improvement plans where needed.
  11. Oversee the necessary processing for issuance and renewal of state certificates and permits.

Compensation and Benefits

  1. Analyze wage and salary data and recommend effective compensation plans.
  2. Develop and implement procedures for salary administration and placement of new hires.
  3. Administer leave benefit programs and monitor employee attendance patterns.
  4. Develop and implement procedures for preparing and updating job descriptions and properly classifying positions in the district compensation plan.
  5. Administer the teacher salary schedule and service records.
  6. Oversee compliance with federal wage and overtime laws and ensure timekeeping for nonexempt personnel.
  7. Works with finance to calculate cost estimates for compensation recommendations.
  8. Works with finance to review and recommend changes in benefit programs.
  9. Provides employees with information about benefits and advocates on their behalf.

Employee Relations

  1. Promote collegiality, teamwork, and collaborative decision-making among staff.
  2. Implement procedures to ensure employees are informed of personnel policies, procedures, and programs that affect them.
  3. Implement and oversee effective district-wide employee recognition programs.
  4. Coordinate communication and mediation processes for employee complaints, grievances, and concerns.
  5. Monitor employee retention and turnover through analysis of data and exit interviews.
  6. Ensure the employee handbook and personnel directory are created, updated annually, and distributed.

Additional Duties

  1. Serve as a Superintendent’s Senior Staff member and participates in the strategic planning process to meet the district’s mission and goals.
  2. Provide input in developing policies and administrative guidelines for areas of responsibility and support the implementation of programmatic goals and objectives on a district-wide basis.
  3. Exercise proactive leadership in promoting the district's vision and mission and empower others to make decisions and carry out responsibilities supporting the District’s objectives.
  4. Build synergistic partnerships among principals, parents, businesses, and other community stakeholders. Establish relationships with community leadership and stakeholders to build support for District programs. Represent the Superintendent of Schools as needed to articulate system priorities, policies, and interests clearly.
  5. Serve with other educational leaders on work groups, committees, and project action teams directly supporting schools.
  6. Conduct professional development and training, including preparing training materials for staff and board members.
  7. Serve as a resource for legislative issues impacting state funding and other district operations.
  8. Keep abreast of legislative developments during the legislative session.
  9. Assist the Superintendent in the review of all Board agenda items.
  10. Planned and conducted needs assessments for growth and improvement of district operations.
  11. Demonstrate high expectations for staff performance and evaluate performance to ensure effectiveness.
  12. Serve as a member of the District’s Emergency Response Team.

Board and Community Relations

  1. Provide information to board members upon request.
  2. Attend all committee, regular, and special board meetings as requested by the Superintendent to inform and interpret all matters related to the district's human resource practices.
  3. Demonstrate skill in anticipating, managing, and resolving conflict with administrators, parents, teachers, staff, and the community.
  4. Promote a positive image that supports the vision and mission of the district.
  5. Demonstrate effective interpersonal skills in relating to and communicating with staff, school board, community, and media.
  6. Promote an open, collegial environment among staff and develop positive staff morale.

Budget and Inventory

  1. Administer the Human Resources Division budget and ensure that programs are cost-effective and funds are managed wisely
    • Monitor and evaluate departmental programs within areas of responsibility for effectiveness and efficiency
    • Update departmental improvement plans for status updates, new initiatives, etc.

2.  Provide updates to the Superintendent for inclusion in the Strategic Improvement Plan.

3.  Develop applicable budgetary packages based upon budgetary guidelines and needs identified in applicable department improvement plan(s) for submission to the Superintendent or designee during the budget development process.

    • Monitor, maintain, and manage applicable departmental budgets for adherence to budgetary and purchasing procedures, appropriate expenditures, and timeliness.

4.  Communicate with subordinate staff about the District’s financial planning and budget development process.

5.  Compile budget and cost estimates based on documented program needs.


Personnel Management

  1. Direct and manage the overall direction of the Human Resources Division, including recruitment (administrator, professional, support, seasonal/temporary), compensation, certification/records, leaves, and other workforce services.
  2. Manage, conduct, and make sound recommendations regarding supervisory activities in interviewing, selecting, and recommending personnel placement or dismissal, training, professional development, counseling, and performance evaluations with review and approval by the Superintendent and the Human Resources Department.
  3. Prepare, review, and revise job descriptions in the Human Resources Division with approval by the Superintendent and the Human Resources Department.
  4. Develop training options and/or improvement plans for staff to ensure best practices and efficient and effective division operations.

Policy, Reports, and Law

  1. Ensure the District’s employment practices comply with all federal and state laws, State Board of Education rules, and local board policies.
  2. Supervises the preparation of official reports and documents required by the federal government, Texas Education Agency (TEA), and other governmental agencies.
  3. Monitor and interpret the impact of proposed or enacted legislation.
  4. Propose and implement solutions to mitigate potential vulnerabilities.
  5. Compile, maintain, file, and present all computerized and physical reports, records, and other documents required.
  6. Review and recommend revision of Board Policy to the Superintendent as necessary.
  7. Prepare and present agenda items and related information concerning the District to the Superintendent and/or Board of Trustees and related committees.
  8. Supervise personnel records management and oversee compliance with the state records management program (may serve as designated records management officer).
  9. Develop and maintain systems for retrieval of information in support of all programs.

Supervisory Responsibilities

Supervise and evaluate the performance of professional and support staff assigned to the division. 

Working Conditions

  • Tools/Equipment Used: Standard office equipment, including computers and peripherals.
  • Posture: Frequent sitting; occasional bending/stooping, pushing/pulling, and twisting, and lifting
  • Motion: Frequent repetitive hand motions; frequent keyboarding and use of mouse

  • Environment: Work is performed in an office setting; may require occasional irregular and/or prolonged hours; prolonged and irregular hour; occasional district, regional, and statewide travel; workload is deadline driven; daily attendance and punctuality are essential functions of the job
