Job Title: Director of Finance                             

Reports to: Chief Financial Officer

Dept./School: Funding & Finance

Employment Type: Exempt 

Pay Grade: Admin 7

Days: 229 

Primary Purpose:

Direct and manage the financial operations of the district including accounting, budgeting, payroll, purchasing, accounts payable and financial reporting. 

Qualifications:

 

Education/Certification:

 

Bachelor’s degree in Accounting or business-related field

Texas Association of School Business Official, CTSBO or RTSBA, preferred



Special Knowledge/Skills:

  • Knowledge of budgeting, accounting systems, and payroll processing
  • Knowledge of generally accepted accounting principles and governmental accounting
  • Ability to use finance/accounting software and perform data analysis
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Strong organizational, communication, public relations, and interpersonal skills

 

Experience:

3 years experience in school business management or governmental entity, preferred

    Job Specific Requirements:

    Fiscal Management

    1. Assist with the preparation and development of the annual general fund, debt service fund and child nutrition fund budgets.
    2. Responsible for campus and department budget development and evaluation of criticality of budgetary needs and relationship to achievement of department effectiveness through a zero based budgeting process inclusive of evaluating consequences of funding or non funding in terms of performance and cost benefit components to program supports.
    3. Administer the district’s budget and ensure that operations are cost-effective and funds are managed wisely. Prepare all budget adjustments, additions, and reductions.
    4. Work with district personnel to project student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
    5. Collaborate with Human Resources to ensure the position control system is efficient and accurate for projecting personnel budgets and establish processes for periodic reviews of budget to actual variances.
    6. Responsible for all general ledger transactions; including the accuracy of balance sheet accounts. 
    7. Evaluate monthly financial statements and related budget reports.
    8. Serve as the district liaison with an independent auditing firm in conducting annual financial audit; responsible for preparing annual financial reports in accordance with applicable regulatory requirements.  
    9. Pursue all relevant financial awards and programs to enhance and promote financial transparency and effectiveness of the District. 
    10. Coordinate accurate and timely reporting of financial PEIMS data.
    11. Monitor cash flow available to meet payroll and accounts payable cycles.
    12. Verify monthly bank reconciliations for all accounts.
    13. Oversee all transactions with the bank, responsible for all banking functions and the liaison with depository bank; review and prepare depository contracts as needed.
    14. Plan and conduct needs assessments for improvement of district financial operations. Ensure that financial operations support the district’s goals and objectives and provide leadership to achieve cost-effective practices throughout the district.

    Policy, Reports, and Law

    1. Implement policies established by federal and state law, State Board of Education rule, and local board policy in the area of financial operations.
    2. Ensure that accounting systems comply with applicable laws and regulations,     including the Texas Education Agency Financial Accountability System Resource Guide.
    3. Responsible for the development and implementation of administrative regulations and process manuals for all areas of financial management.
    4. Evaluate internal controls and recommend additions and revisions as needed to ensure financial stewardship.
    5. Oversee financial training for campus and department budget owners and secretaries. 
    6. Keep the Chief Financial Officer informed on the financial affairs of the District.

    Payroll

    1. Oversee the District’s monthly payroll processing; including verification of salary accrual.
    2. Verify and ensure timely completion of quarterly 941 reports, Texas Workforce Commision reports and annual W-2 and Affordable Care Act Reports. 
    3. Collaborate with Human Resources to administer time and attendance system, processes and procedures.

    Purchasing and Inventory

    1. Oversee daily purchasing and accounts payable processing; ensure all transactions are properly coded.
    2. Maintain accurate and current records of the district’s fixed assets. Provide oversight for the organization and sales process to dispose of surplus supplies and equipment.
    3. Responsible for compliance with applicable purchasing laws as regulated at the local, state and federal level. Oversee the preparation of bids and bid specifications; receive and analyze bid proposals and prepare written recommendations.
    4. Verify timely reporting of annual 1099 requirements. 

    Personnel Management

    1. Prepare, review, and revise finance department job descriptions.
    2. Develop training options and/or improvement plans to ensure exemplary financial operations.
    3. Supervise, evaluate, and recommend employment action for the finance department personnel.
