JOB ANNOUNCEMENT EXECUTIVE DIRECTOR OF CONSTRUCTION & ENGINEERING  Facilities & Operations Department  CLOSING DATE: July 17, 2024 JOB DESCRIPTION The Executive Director of Construction and Engineering, under the supervision of the Assistant Superintendent for Facilities and Operations, shall be responsible for providing direction, leadership, and supervision for the development and implementation of quality District Construction, Engineering, Planning and Energy programs.  MINIMUM QUALIFICATIONS               (Only those persons who meet the minimum qualifications as posted should apply) •	Bachelor’s Degree in Engineering, Architecture, Construction Management, or related field •	Registered Professional Engineer or Architect in the State of Texas (preferred) •	External candidate must have satisfactory outcome of fingerprinting check. Non-refundable fee (approximately $50.00)  paid by           candidate. •	 Strong communication, negotiation and interpersonal skills. •	 Demonstrates a high level of integrity and high ethical standards. •	 Demonstrates a strong leadership style. •	 Strong problem solving, critical thinking and conflict management skills. •	 Thorough knowledge of architecture, engineering and construction practices and principles. •	 Strong capital improvement planning skills. •	 Strong computer skills. •	 Knowledge and understanding of procurement laws for K-12 projects. •	 Minimum 6 years’ management experience in the building construction industry related to educational or public. •	 Minimum 4 years’ experience in supervising/managing of large, complex and concurrent building projects.  •	 Minimum 4 years’ experience in managing/supervising diverse staff in a large scale setting. •	 Knowledge of energy-related programs DUTIES AND RESPONSIBILITIES 1.		Serves as a member of the Superintendent’s Cabinet that requires participation in the various strategic planning processes and attendance at various district functions and other assignments.  2.	    Oversees, directs, and coordinates the planning and construction of new and existing construction occurring in the District. 3.			Develops, implements and manages the overall strategy and plans for the development, deployment, and utilization of  construction           and engineering functions. 4.	   	Coordinates the preparation and approval of documents and budgets in support of District objectives. 5.	  	Directs, supervises and evaluates the performance of direct reports and supporting staff assigned to the Facilities Construction, Engineering, Planning and Energy Program Departments. 6.	  	Keeps abreast of Federal, State, and local requirements and with trends related to the construction/engineering field and provides guidance. 7.	    Required to develop and deliver presentations to various and diverse audiences. 8.	    Assist the Assistant Superintendent for Facilities and Operations with facility-related strategic planning efforts for short and long-range programs and various initiatives. 9.	    Seeks training opportunities for staff and implements training programs. 10.	Prepares and negotiates various types of contracts to include, but not limited to, consultant and contractor contracts. 11.	Evaluates updates and implements design standards for various type of facilities. 12.	Administers and monitors the District’s roofing program. 13.	Directs and oversees the District’s energy programs and construction inspectors. 14.	Performs any other duties that may be assigned. WORKING CONDITIONS Works prolonged and irregular hours; frequent district-wide travel; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects; occasionally required to access roofs and unfloor spaces; works with frequent deadlines; work around machinery with moving parts; work on ladders or scaffolding. Maintains emotional control under stress; occasional lifting and carrying. Good depth perception and color distinctions. Occasional exposure to extremes temperatures, humidity and noise extremes.  Daily attendance and punctuality at work are essential functions of the job.  TERMS OF EMPLOYMENT  SALARY:  $132,547 - $165,308  			                TYPE OF ASSIGNMENT:  Full-Time, Exempt                	 PAY GRADE:  BN09                                            		MINIMUM WORK DAYS:  226     * Funding for this position is contingent upon available appropriations resulting from bond sales.  Salary appropriations from present bond sales are anticipated to be available through August 2026.  Future bond issues and sales are expected and may indefinitely extend the necessity to provide funds for this position.
