Primary Purpose

Direct and manage the financial operations of the district including general fund, debt, nutrition finances, accounting, treasury, auditing, enterprise funds, Internal funds, Self-funded insurance initiatives, special programs, bonds, tax, and investment analysis. Direct the preparation, maintenance, and analysis of the District’s budgets to ensure effective use of resources that are in alignment with the District’s strategic priorities.



  • Bachelor’s degree in Accounting, Finance, or Business from an accredited college or university; MBA and/or CPA , RTSBA preferred

 Special Knowledge/Skills:

  • Knowledge of FAAP, TEA best practices, and FASRG
  • Working knowledge of financial applications
  • Ability to develop spreadsheets and perform data analysis and forecasts
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage personnel
  • Strong organizational, public relations, customer service, and interpersonal skills
  • Strong written and oral communication skills


  • Minimum five (5) years of practical accounting/auditing, and budget experience
  • Experience working in a public school district preferred
  • Experience in leading teams

Major Responsibilities and Duties:

Fiscal Management

  1. Responsible for compliance and maintaining current knowledge of federal, state, and local laws and policies as they pertain to accounting, payroll, investments, and tax-deferred programs.
  2. Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting Manual.
  3. Monitor, implement, and maintain acceptable financial internal controls throughout the district.
  4. Coordinate and monitor periodic internal audits on all accounts, including cash receipts, disbursements, and fundraisers, to ensure compliance with generally accepted accounting practices and district policy.
  5. Coordinate with independent auditors to provide all information, schedules, and ledgers required for a smooth and accurate audit.
  6. Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
  7. Compile the annual operating budget for presentation to and approval by the Board of Trustees; ensure that the budget is clearly presented and can be understood by all stakeholders.
  8. Plan and conduct needs assessments for improvement of district financial operations. Ensure that operations support the district’s goals and objectives and provide leadership to achieve cost-effective practices throughout the district.
  9. Provide budget training and guidance to high-level stakeholders including principals, directors, and executive directors.
  10. Prepare and deliver presentations to the board of trustees, cabinet members, directors, and other stakeholders.
  11. Provide direction and supervision for the preparation of the financial PEIMS data for submission to TEA
  12. Assist in the development and management of the district’s investment policies and strategies.
  13. Manage the district’s cash flow to ensure smooth operations and long-term solvency.
  14. Monitor all district travel as it relates to financial policies and procedures.
  15. Ensure that all accounting financial staff provides high-quality customer service as they support, assist, and train campus and department personnel.
  16. Communicate fiscal, accounting, and budgetary information relative to generally accepted accounting principles, guidelines, and processes with administrators and bookkeepers as needed.
  17. Assist and support the implementation of any initiative that aids the district in achieving its strategic goals
  18. Manage the district's internal service funds, and external enterprise funds and suggest continuous process improvements.

 Policy, Reports, and Law

  1. Implement policies established by federal and state law, State Board of Education rules, and local board policies in the area of business operation.
  2. Compile, maintain, and file all physical and computerized reports, records, and other documents required.
  3. Oversee the maintenance of all Business and Finance Manuals

Personnel Management

  1. Prepare, review, and revise department job descriptions.
  2. Develop training options and/or improvement plans to ensure exemplary business operations.
  3. Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Professional Growth and Development

  1. Pursue continuous improvement and growth in knowledge of leadership skills; and professional knowledge related to government accounting.
  2. Remain current regarding changes in accounting pronouncements, state and federal laws, and practices pertaining to school finance and payroll through continuing education from professional publications and attendance at professional meetings and workshops.


  1. Performs other duties as may be assigned by the Assistant Superintendent of Finance, Chief Financial Officer, and the Superintendent of Schools.
  2. Comply with policies established by federal and state law, State Board of Education rule, and local board Comply with all district and campus routines and regulation.

Professional Growth and Development

  1. Pursue continuous improvement and growth in knowledge of leadership skills, and the standards and procedures relative to efficient and effective payroll preparation and production, including regular, special, and supplemental payrolls

Supervisory Responsibilites

Supervision of assigned staff


The Executive Director’s evaluation is a responsibility resting with the Chief Financial Officer. An evaluation shall be completed in writing at least once during the course of each school year.

Mental Demands: Work with frequent interruptions, maintain emotional control under stress

Tools/Equipment Used: Standard office equipment including personal computer and peripherals
