EDUCATION AND EXPERIENCE:
Bachelor's Degree in Accounting, Finance, or related field from an accredited four-year college or university
Five years’ experience in budgeting, economics, financial analysis, and statistical analysis
Experience with various software applications such as databases, word processing, spreadsheets, presentation packages and graphics applications preferably Microsoft applications, financial ERP software, and Crystal Reports
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY:
Serves as the District's Comptroller for the Business Services and Operations Divisions. Works with District leadership to provide support for financial decisions. Works with Construction Management to monitor capital funds, the School Nutrition Services Department to monitor School Nutrition Services funds, and the divisions to monitor internal service and enterprise funds. Works with the Director of Budgets and Financial Analysis in forecasting and managing District expenditures. Coordinates benchmarking efforts among divisions. Provides direct decision support to the Chief Operations Officer and the Chief Financial Officer. Works with all directors within the divisions on budgets, accounting, analysis, project management and decision support. Works with the Director of Budgets and Financial Analysis to manage the District’s business intelligence software. Oversees the District’s fixed asset system.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Monitors, reviews, analyzes, and reports on budgets and financial issues related to all departments within the Division of Operations and the Division of Business Services, and Proprietary Funds, including monthly variance reports to the Chief Operations Officer and the Chief Financial Officer. Monitors budgets and makes recommendations for improved management when needed.
2. Provides budget, accounting, and financial decision support. Calculates projections of annual expenditures for the Division of Operations and the Division of Business Services and makes recommendations accordingly.
3. Assists and directs budget managers in development of the budget for all programs and departments within the Division of Operations and the Division of Business Services.
4. Develops the annual budgets for the proprietary funds in the Division of Business Services and the Division of Operations.
5. Performs budget research and analysis to support ad hoc requests by District management.
6. Maintains familiarity with GAAP, FASB and GASB - Works to ensure that reports and accounting methods comply with accounting codes and regulations.
7. Prepares end of year schedules to assist external auditors with annual audit and internal staff with preparation of annual financial report. Assists in the preparation and review of the Comprehensive Annual Financial Report for the District.
8. Working with the Executive Director for Construction Management and Engineering, is responsible for implementation, maintenance, and constant improvement of automated financial management of District construction (bond) funds.
9. Prepares, revises, and updates Capital Assets manuals and procedures. Works to maintain District compliance with all applicable laws and regulations - Works to eliminate potential for fraud. Makes recommendations as needed.
10. Develops, monitors, and maintains productivity reports (metrics) for the Division of Operations and the Division of Business Services. Creates new performance measures as needed. Communicates results, conducts trend analysis, and pursues opportunities.
11. Works with the Director of Budgets and Financial Analysis to manage the District’s business intelligence software.
12. Creates Crystal Reports for users upon request.
13. Assists with the financial benchmarking efforts for the Department of Finance and all divisions. Utilizes benchmarking sources and techniques to analyze financial results and performance measures for the Operations Division and the Business Services Division. Compares outside sources with internal results normalizing for differences and presenting findings to management and budget committees.
14. Prepares and reviews information related to capital and School Nutrition Services funds, proprietary funds and the Divisions of Operations and Business Services, for publication in the annual Budget book.
15. Uses Microsoft Office products, Infor Lawson ERP, Crystal Reports, Docuware, Winocular, and other software and hardware applications to assist in the performance of ongoing duties.
16. Maintains confidentiality of information.
17. Reports to work on time every day.
18. Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS:
• Knowledge of local and state funding, budget account codes; accounting requirements including GAAP, FASB and GASB; applicable laws, regulations and practices in school district budget
• Ability to perform critical thinking with the ability to make decisions that will have a significant impact on the financial position and policies of the District
• Ability to work at all levels with peers, supervisors, upper management, general public and outside executives and professionals
• Abstract reasoning as well as the ability to define problems, collect data, establish facts, and draw valid conclusions
• Ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations and the general public
• Valid Texas Driver's License with driving record that meets the requirements of the District
