Reports to: Director of Maintenance and Operations

PRIMARY PURPOSE:
Provide leadership and management to the District’s facilities planning and construction programs in a way that provides technical expertise so that quality facilities are in support of the District’s educational mission.
QUALIFICATIONS:
Special Knowledge/Skills:
Knowledge of facility planning, design, and construction management processes;
Ability to interpret complex architect/engineer (A/E) plans and specifications;
Knowledge of construction materials, their application and construction management practices;
Knowledge of law(s) governing construction applications and building code requirements;
Ability to interact effectively with District staff and the community; and
Working knowledge of computer application for budgeting, design, schedules and managing
construction projects.
Minimum Experience:
At least three years of successful experience in planning and/or constructing educational facilities or equivalent experience in other related facilities planning and/or construction operations.
MAJOR RESPONSIBILITIES AND DUTIES:
Instructional Management
- Ensure that all aspects of facilities planning and construction programs are supportive of the District’s educational mission.
- Promote a safe and functional environment for students, staff and the community.
Organizational Climate
- Deal sensitively and fairly with persons from diverse cultural backgrounds.
- Employ effective interpersonal skills in coordinating facility programs with students, staff and the community.
- Establish and maintain effective communications with the Board of Trustees, District administrative staff and campus administrators in support of efficient, cost-effective facilities.
Administration and Fiscal Facilities Management
- Promulgate and recommend for District approval all policies and procedures related to facilities support of the District’s educational mission.
- Function as the District’s focal point manager for all contracts for A/E consulting services and construction services.
- Verify all applications for payment and make recommendations to the Assistant Superintendent for Business.
- Ensure effective construction management and monitoring of all facility projects accomplished by contract.
- Develop and maintain District educational and technical guide specifications for application to all facility projects.
- Develop and maintain currency of all District facility construction standards.
- Implement and maintain an effective construction project warranty response program.
- Participate in site selection activities and recommend real estate actions to the Assistant Superintendent for Business.
- Compile and submit an annual budget representing the requirements of the New Facilities Planning department.
- Review, plan and recommend for accomplishment all administrative and campus requests for new work and/or renovations of existing facilities.
- Assist the maintenance department in the application of District maintenance and construction standards.
- Facilitate training of District maintenance personnel to ensure optimum operation of new facilities and/or equipment.
- Coordinate with the Director of Maintenance on all facility matters related to support services functions.
- Develop any annual capital improvement projects program for inclusion in the annual District budget.
- Provide weekly reports including financial status on all projects.
- Ensure that proof of appropriate insurance is received from all contractors.
- Keep accurate records and minutes for all meetings.
- Coordinate with the Director of Maintenance an effective environmental program for facility improvements to include all asbestos abatement related projects.
- Establish and maintain a District technical reference library for facility related documents to include as built facility plans and technical reference manuals associated with contracted facility projects.
Student Management
- Develop facility construction criteria to support student management policies.
- Maintain student demographic data as supporting documentation for facility program requirements.

- Take the initiative to develop needed professional skills appropriate to position responsibilities.
- Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all District staff.
School/Community Relations
- Serve as the District’s representative in interacting will all public agencies on facility related matters.
- Demonstrate an awareness of District-community facility needs and initiate activities to meet those identified needs.
- Demonstrate the use of appropriate and effective techniques to maintain community support of District facility programs and/or Bond Issue Referendums.
- Articulate the District’s mission and goals in the area of facilities to the community and solicit its support in realizing the mission.

Frequent district-wide and occasional Houston metropolitan area travel; exposure to hazards associated with facility construction environments;
occasional prolonged and irregular hours.
