Primary Purpose:
Direct, support and monitor district federal/state programs. Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate federal/state programs.
Qualifications:
Education/Certication: Bachelor’s degree Master’s Preferred
Special Knowledge/Skills:
Knowledge of federal and state program rules and regulations Ability to interpret data Strong organizational, communication, and interpersonal skills Ability to present and provide professional development
Experience:
Three years in federal and state program management preferred
Major Responsibilities and Duties:
- Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation.
- Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/state funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
- Serve as liaison between school and other agencies on joint projects that are federally or state funded
- Monitor federal or state funded programs and their expenditures to ensure compliance with regulations and guidelines and ensure that programs are cost effective and managed wisely.
- Advise deputy superintendent or designated administrator of the nancial and administrative impact on the district of current and impending legislation.
- Develop and implement a continuing evaluation of federal/state programs and implement changes based on the ndings.
- Compile budget and cost estimates based on documented program needs.
- Monitor and assist District and campuses with Annual Program Evaluation, Comprehensive Needs Assessment, and compliance with the Federal and State CIP and DIP Components for all federal and state programs
- Compile and submit annual State Compensatory Education evaluation as required by TEA.
- Assist with completion of ESSA Consolidated Federal Grant application and amendments.
- Complete and submit ESSA Consolidated Compliance Report
- Provide training and assistance to campuses for Title I Crate and Plan4Learning software.
- Monitor and assist District and campuses with developing DIPs and CIPs and ensure all compliance requirements are documented and budgeted
- Monitor all Federal and State program compliance and assist with TEA audits
- Perform other duties as assigned and as needed Policy, Reports, and Law
- Compile, maintain, and le all reports, records, and other documents required, including mandatory nancial reports to TEA.
- Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.
- Follow district safety protocols and emergency procedures.
