Primary Purpose
Direct and manage the operation of all financial and business affairs of the district including accounting, payroll, employee benefits, accounts payable, and risk management. Direct and manage purchasing and contracts management services, food service operations, technology services, facility and maintenance operations. Serve as the Chief Financial Officer and investment officer. Act as liaison to Dallas Central Appraisal District and Dallas County Tax Office.
Qualifications
Education/Certification
Bachelor’s degree in a business or accounting related field
Master’s degree in a business-related field (preferred)
Texas Association of School Business Officials (TASBO) RTSBA certification (preferred)

Fiscal Management
Advanced technical knowledge of school finance, budgeting, governmental accounting, employee benefits risk management and investing

Major Responsibilities and Duties
Fiscal Management
- Keep the superintendent and Board of Trustees informed on the business affairs of the district.
- Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
- Maintain liaison with and assist the district’s auditors in conducting the annual audit.
- Ensure that accounting systems comply with applicable laws and regulations and conform to requirements of the Texas Education Agency Financial Accountability System Resource Guide.
- Develop period cash flow analysis to aid in determining cash available for investment and payment of bills.
- Maintain the district investment portfolio in accordance with the Public Funds Investment Act.
- Manage business office functions.
- Supervise the preparation of district budgets.
- Plan and conduct needs assessments for improvement of district business operations.
- Work with district personnel to project student enrollments, staffing needs, building and facility needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
- Provide leadership to achieve cost-effective practices throughout the district.
- Ensure that business operations support the district’s goals and objectives.
- Prepare and evaluate monthly financial statements and related budget and investment reports.
Purchasing and Contract Management
- Oversee all purchasing functions for the district: competitive bids, competitive sealed proposals, requests for proposals, interlocal purchases, informal quotations, and negotiations following established district criteria and in compliance with state and federal purchasing laws.
- Oversee the Child Nutrition Program and manage the Food Service Management Contract.
- Oversee contracts and contract negotiations.
Technology and Information Management
- Oversee the development and implementation plans that address technology needs, including evaluation of hardware and software and management of information relating to attendance, grade reporting, scheduling, demographic data, and budgetary information.
- Oversee development and implementation of district standards and specifications for hardware and software use.
- Oversee development and implementation of a district wide computer networking plan.
- Oversee the installation, maintenance, and repair of all computer hardware and software throughout the district.
- Oversee the district's E-rate compliance, including bidding, evaluating, purchasing and auditing.
- Oversee development and implementation of the district’s disaster recovery and cyber-security plan.

Facility and Maintenance Operations
- Oversee all trades for building maintenance and repairs for all district facilities and grounds.
- Oversee bond program and maintain facility assessments current
- Oversee departmental procedures for maintenance, repair and operations of all district buildings and equipment.
- Oversee the preparation of plans and specifications for contracted repair work and site improvement for submission to the purchasing department for bids.
- Oversee facility code compliance with state, local and federal guidelines and maintain safety standards
- Oversee custodial, maintenance and repairs, central warehouse operations and mail services
- Oversee energy management operations and systems
Implement policies established by federal and state law, State Board of Education rule, and local board policy in all areas of responsibility.
Prepare and review, and revise direct report job descriptions.
Evaluate job performance of direct reports.
Recruit, hire, and supervise personnel in areas of responsibility.
