Job Title:                        Director of Purchasing /Risk Management
Reports To:                    CFO
Dept:                               Financial Services 

Exemption Status:        Exempt/Admin                            

 
Primary Purpose:
Manage the purchasing activities of the district.  Ensure compliance with applicable state and federal laws and regulations governing school district purchases of goods and services. 
Manage the district’s risk management operation.  Ensure that measures are taken to minimize risk and prevent loss or injury of district employee’s and property.
 
Qualifications:
Associate’s degree or Bachelor’s degree in business or accounting or equivalent experience
 
Special Knowledge/Skills:
Knowledge of competitive bidding statutes and purchasing procedures
Knowledge of accounting and auditing principles
            Proficiency skills in keyboarding and file maintenance
            Ability to work with numbers in an accurate and rapid manner
            Ability to use software to develop spreadsheets, databases and do word processing
            Knowledge of risk management program development
            Knowledge of Texas workers’ compensation and insurance statutes and codes
            Ability to implement policy and procedures
Ability to interpret data
Strong organizational, communication and interpersonal skills
Ability to conduct on-site safety inspections of all district facilities
  
Major Responsibilities and Duties:
 Oversee purchase of materials and equipment for the district by competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations and negotiations following     established district criteria and in compliance with state purchasing rules.

  1. Evaluate formal bids and make recommendations for the awarding of contracts to chief financial officer for school board approval.
  2. Obtain and evaluate comparative prices and quotations.  Make purchasing decisions based on information obtained.
  3. Approve purchase orders and monitor all purchase requisitions to ensure accuracy of information, calculations and coding.
  4. Administer contracts and handle adjustments with suppliers, including replacement of material not conforming to specifications, cancellation of orders, and receipt of proper credit.
  5. Prepare and maintain vendor and bidder lists.
  6. Prepare correspondence, forms, manuals, reports, purchase orders and payment authorizations using personal computer.
  7. Compile, maintain and file all reports, records and documents as required.
  8. Direct and manage the district’s risk management, loss control and safety programs.
  9. Advise upper management on issues related to loss exposure and accompanying risk to assets and employees.  Recommend strategies to reduce risk and loss exposures and their related costs.
  10. Take a leadership role in analyzing and negotiating workers’ compensation, unemployment and property and casualty insurance policies and make sound recommendations for selection of insurance brokers and carriers.
  11. Work with brokers, insurers, service providers, and district personnel on the design, implementation, and monitoring of safety, loss prevention and claims administration programs for the district.
  12. Review and respond to all unemployment claims.  Serve as district representative for Texas Workforce Commission (TWC) and Texas Department of Insurance, Division of Workers’ Compensation (DWC) hearings.  Adjust claims of work in defense and settlement of claims against the district.
  13. Ensure that inspections are conducted on a regular basis and conditions are assessed for risk, hazards identified and recommendations are made to principals and supervisors to correct unsafe conditions.
  14. Provide safety guidelines and training for district staff. Develop and manage safety incentive plans to reduce accidents and promote loss prevention programs.
  15. Work with insurance carriers to address property loss claims filed by the district.

 Policy, Reports and Law:

  1. Monitor and review periodic claims and reports and provide trend analysis for all lines of insurance coverage.
  2. Implement the policies established by federal and state law. State Board of Education rule and local board policy in area of risk management.  Recommend sound policies to improve program.
  3. Compile, maintain, and file all reports, records and other documents requires.

 Budget:

  1. Develop and administer budget based on documented needs and ensure that operations are cost effective and funds are managed wisely.

 Administration:

  1. Work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services.
  2. Compile, maintain and file all physical and computerized reports, records and other documents required including auditable accounting records.

  1. Provide professional communication with students, parents, community members, staff, and other professionals at all times.
  2. Use proper phone etiquette at all times, speaking slowly and clearly.  Take reliable messages, and route to the appropriate staff.
  3. Ensure superior customer care skills are used via eye contact, facial expressions, voice inflections, body language, and an attitude  of “going the extra mile” for others.
  4. Ensure all requests for information are dealt with in an appropriate timeframe.
  5. Create and maintain a welcoming, service-oriented environment toward all internal and external customers.

 
Mental Demands/Physical Demands/Environmental Factors:
 
Tools/Equipment Used: Standard office equipment including personal computer and peripherals.
 
Posture: Prolonged sitting, occasional bending/stooping, pushing/pulling and twisting.
 
Motion: Repetitive hand motions; prolonged keyboarding and use of mouse; occasional reaching.
 
Lifting: Occasional light lifting and carrying (less than 15 pounds).
 
Environment: May work with prolonged or irregular hours.
 
Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
