Job Title: Chief Operations Officer

Exemption Status/ Test: Exempt/ Executive

Reports to: Superintendent

Department/ School: Bay City ISD

Minimum Salary: $102,359

Annual Work Calendar Days: 248 Days

Primary Purpose:

The Chief Operating Officer (COO) will develop and implement a transformational set of services for the district that improves existing processes and systems. The COO will be responsible for identifying and executing best practices in transportation, facilities, custodial, and maintenance that support the whole-scale systemic reform underway at Bay City ISD.

Reporting to the Superintendent, the COO will incorporate district-level goals into operational objectives, ensuring that students arrive at school and school activities safely and on time; and attend school in an environment that is safe, clean, and conducive to learning.

Qualifications:

Education/Certification:

Bachelor's Degree from an accredited university within facilities and maintenance, preferred.

Will be required to become and maintain an IPM (Integrated Pest Manager) Coordinator within 60 days of hire.

Will be required to receive and maintain certification as the asbestos designated employee for the District within 60 days of hire.

Will be required to receive and maintain herbicide license,  Non-Commercial Political Pesticide Applicator License.

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.

Experience:

Five years of experience in maintenance and operations

Two years of experience managing personnel

Major Responsibilities and Duties:

  1. Construction and Facilities Management:
    •    Develop and implement a strategic plan for construction and facilities management aligned with the district’s goals.
    •    Collaborate with educational leaders to ensure facilities support evolving instructional needs.
    •    Oversee the planning, design, and execution of construction and renovation projects.
    •    Coordinate with architects, contractors, and other stakeholders to ensure projects are completed on time and within budget.
    •    Negotiate and manage contracts, monitoring performance and adherence to contractual obligations.
    •    Develop and implement preventive maintenance programs for all district facilities.
    •    Ensure efficient operation of heating, ventilations, air conditioning (HVAC), electrical, plumbing, and other systems.
    •    Develop and manage budgets for construction projects and facilities maintenance.

  2. Transportation:
    •    Develop and implement a strategic plan for student transportation services aligned with the district’s educational goals.
    •    Collaborate with educational leaders to ensure transportation supports evolving instructional needs.
    •    Ensure there is proper maintenance, repair, and replacement of the district’s transportation fleet, including buses and other vehicles.
    •    Implement a preventive maintenance program to ensure the safety and reliability of the transportation fleet.
    •    Oversee the development and optimization of efficient bus routes and schedules to maximize the use of resources and minimize transportation time for students.
    •    Ensure that routes are designed to accommodate changing student populations and demographics.
    •    Ensure and enforce safety protocols for student transportation in compliance with local, state and federal regulations.
    •    Ensure ongoing training for bus drivers and transportation staff on safety procedures and best practices.

  3. Custodian:
    • Develop and implement a strategic plan for custodial services aligned with the district’s educational goals.
    • Collaborate with educational leaders to ensure custodial service supports evolving instructional needs.
    • Oversee the development and optimization of efficient custodial schedules to maximize the use of resources and to provide a safe, clean, and conducive environment for learning.
    • Ensure and enforce compliance with local, state and federal regulations pertaining to custodial services.
  4. Budget and Resource Allocations:
  • Develop and manage budgets for non-instructional services, ensuring financial sustainability and adherence to fiscal policies.
  • Allocate resources effectively to support the district’s operational needs.
  • Identify opportunities for cost savings without compromising the quality of operational services. 
  1. Compliance and Regulations:
    • Ensure compliance with local, state, and federal regulations related to building codes, accessibility and safety.
    •    Stay up-to-date on changes in regulations that impact construction and facilities management.
    •    Ensure compliance with all applicable regulations related to student transportation, including driver qualifications, vehicle inspections and safety standards.
    •    Stay informed about changes in transportation regulations and implement necessary adjustments.

6.    Vendor Management:

  • Negotiate contracts and management relationships with vendors, providing services related to facilities, transportation, and custodial services.
  • Ensure cost-effectiveness and quality of services provided by external partners.

7.    Collaboration with Educational Leadership:

  • Work closely with academic leaders to align operation support services with the educational mission and goals of the district.
  • Collaborate on initiatives that integrate instructional and operational functions.

8.    Community Engagement:

  • Communicate with parents, community members, and other stakeholders regarding operational matters.
  • Solicit feedback from the community to address concerns and improve the overall transportation experience for students.
  • Engage the community in discussions about facilities planning and other relevant issues.

9.    Continuous Improvement:

  • Implement continuous improvement processes to enhance operational efficiency and effectiveness.
  • Use data and feedback to identify areas for improvement and implement best practices.
  1. Advise the Superintendent of Schools in meetings with business professionals, the community, and business and political entities regarding District Operations functions.
  1. Perform all other job-related duties as assigned.

Board and Community Relations

  1. Provide information to board members upon request.
  2. Attend all committee, regular and special board meetings as requested by the Superintendent for the purpose of informing and interpreting all matters related to data quality and accountability.
  3. Promote a positive image that supports the vision and mission of the district.
  4. Promote an open collegial environment among staff and develop positive staff morale.

Budget and Inventory

  1. Administers the Public Information Department budget and ensures that programs are cost-effective, and funds are managed wisely.
  2. Monitors and evaluates departmental programs within areas of responsibility for
  3. effectiveness and efficiency.
  4. Updates departmental improvement plans as needed for status updates, new initiatives, etc. Provides updates to the Superintendent for inclusion in the Strategic Improvement Plan.
  5. Develops applicable budgetary packages based upon budgetary guidelines and needs identified in applicable department improvement plan(s) for submission to the Superintendent or designee during the budget development process.

Personnel Management

  1. When applicable manages, conducts, and makes sound recommendations regarding supervisory activities in the areas of interviewing, selecting, and recommending communications department personnel placement or dismissal, training, professional development, counseling, and performance evaluations of all Communications department staff.

Policy, Reports, and Law

  1. Comply with policies established by federal and state law, State Board of Education rule, and local board policy law.
  2. Monitor and interpret the impact of proposed or enacted legislation.
  3. Compile, maintain, file and present all computerized and physical reports, records, and other documents required.
  4. Review and recommend revision of Board Policy to the Superintendent as necessary.
  5. Prepares and presents agenda items and related information concerning the District to the Superintendent and/or Board of Trustees and related committees.

School/Organizational Climate

  1. Promote a positive image that supports the vision and mission of the district.
  2. Demonstrate effective interpersonal skills in relating to and communicating with staff, school board, community and media.
  3. Promote an open collegial environment among staff and develop positive staff morale.

Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.
