EMPLOYMENT BEGINS: As soon as possible 



PRIMARY PURPOSE:

  • Manages complex procurements of goods, services, and professional services to support District operations. Reviews requisitions and contracts, leading procurement processes for major purchases, negotiating and preparing contracts, and managing ongoing vendor relationships.

QUALIFICATIONS:
Education/Certification:

  • Bachelor’s degree in Business Administration or related field preferred; equivalent work experience may be considered in lieu of a degree. 
  • TASBO Certification preferred.

SPECIAL KNOWLEDGE/SKILLS:

  • Familiarity with Federal, ARM17, State, and local procurement regulations.
  • Strong communication and relationship management skills.
  • Knowledge of school district purchasing procedures.
  • Proficiency with standard business software (e.g., word processing, spreadsheets).
  • Expertise in advanced purchasing strategies and tools.
  • Skill in developing and drafting specifications and scopes of work.

EXPERIENCE:

  • Minimum of three (3) years of relevant experience

MAJOR RESPONSIBILITIES AND DUTIES:
 

  • Analyze requisitions for accuracy in quantity, specifications, and delivery requirements.
  • Research and maintain vendor and pricing information to support the proposal process.
  • Prepare and publish bid solicitations, including specifications, advertising, vendor outreach, and bid schedules.
  • Evaluate vendor performance and recommend contract awards based on product quality and service.
  • Review and assess vendor quotes through various channels, including the District’s electronic bid system.
  • Coordinate procurement timelines for major planning initiatives.
  • Provides cross-functional procurement support, particularly in planning and equipping new schools or buildings.
  • Identify complex procurement needs for campuses and departments, including educational supplies, furniture, maintenance items, and professional services.
  • Collaborate with stakeholders to develop specifications and scopes of work, determine procurement methods, and issue solicitations in accordance with District policies and state laws.
  • Evaluate vendor proposals, analyze pricing, and recommend contract awards that provide best value. Review, revise, and approve purchase requisitions; assist with issuing purchase orders and contracts.
  • Serve as liaison between vendors and District staff; clarify contract terms, procurement procedures, and legal obligations to ensure compliance.
  • Perform other related duties as assigned.

Mental Demands:

  • Writing routine reports and correspondence, financial reports, and other job related documents.
  • Interpreting a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to meet deadlines from multiple assignment requests on a frequent basis.
  • Calculating figures and amounts such as discounts, interests, and proportions.
  • Communicating and working effectively with varied personalities while maintaining emotional control.

Physical demands/environmental factors:

  • Intermittent walking, sitting and standing.
  • Occasional warehouse visits to inventory merchandise and occasional lifting and/or moving of up to 20 lbs.
  • Frequently uses computer non-stop.
  • Reaching with hands and arms frequently repeating the same hand, arm or finger motion.
  • Seeing close work such as typed or handwritten material.
  • Occasionally working extended hours.
