PRIMARY PURPOSE:  To assist district campuses and departments with processing Quotes, Requisitions, Purchase Orders, Contracts and Bids for the purchase of quality Products and Services from responsible vendors to meet District needs in a timely, cost effective manner.  To present a professional image of the District when dealing with vendors in a fair, impartial manner.  To ensure Compliance of every purchase with local, state, and federal regulations.

QUALIFICATIONS:

Minimum Education/ Special Knowledge/Skills:

  • High School Diploma or GED
  • Demonstrated Knowledge of procedures for purchasing supplies, services, and equipment
  • Demonstrated Knowledge of requisition processing / purchase order processing procedures
  • Ability to document, evaluate and analyze vendor quotes and bids
  • Knowledge of formal Competitive Bidding and Request for Proposal procedures
  • Proficient keyboarding and file maintenance skills
  • Ability to deal effectively with internal staff, secretaries, administrators and vendor representatives
  • Effective communication and interpersonal skills
  • Ability to use computer - Microsoft Office Suite
  • Familiarity with the Financial Systems (Munis)
  • Ability to maintain accurate procurement records
  • Ability to provide basic technical assistance to end users

Minimum Experience:

  • Two years of purchasing experience preferred within a public-school setting.
  • Have or be willing to obtain a TASBO Certification – Specializing in Purchasing

MAJOR RESPONSIBILITIES AND DUTIES:

  1. To research and write assigned Bids/RFPs/Formal Quotations as necessary for the purchase of a variety of Goods and Services, and in accordance with all applicable Federal, State and Local governing laws.
  2. Assist in the establishment and management of the annual bid calendar, to ensure timely awards and renewals. 
  3. Prepare all legal advertisements and schedules associated with all assigned Bids/RFPs and Quotation projects in accordance with all applicable statues, laws and policies.
  4. Responsible for bid tabulations, evaluations and acceptance/rejection letters.
  5. Responsible for working with the users and other administrative staff in developing recommendations to the Board of Trustees.
  6. Assist principals, secretaries, teachers, and other district personnel in purchasing procedures and selection of appropriate vendors.
  7. Approve requisitions that meet district specifications and provide direction to district staff on requisition entry and processing.
  8. Approve, enter and re-print change orders.
  9. Meet with and collaborate with suppliers/vendors to learn of new products, new services, researching sources of products and services.
  10. Responsible and knowledgeable of purchasing via State Contracts, Cooperative Programs, and the Texas Building and Procurement Commission.
  11. Assist with the organizing and maintaining of approved vendor list and a selection of vendor catalogs and information.
  12. Responsible for product searches and research and purchasing via the internet.
  13. Responsible for renewal process of all bid contracts.
  14. Responsible for all other related duties as assigned.
  15. Participate in local and state level professional organizations related to purchasing techniques and maintain updated knowledge of purchasing laws and local policies
  16. Review purchasing reports and make recommendations for necessary additional bids and suggestions for item selections on future bids
  17. Manage credit card usage of:  Hobby Lobby, Sam’s, Lowe’s, Home Depot, Amazon, Wal-mart

WORKING CONDITIONS:

Physical/Mental Demands:  Must maintain emotional control under stress. Must demonstrate

ability to communicate effectively (verbal and written). Position requires prolonged sitting and repetitive hand motions.

Safety:  Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
