Job Title: Chief Financial Officer

Exemption Status/ Test: Exempt/Executive

Reports to: Superintendent

Department/ School: 

Salary: Based on years of experience. $101,942 Minimum Starting Salary Per Year.

Annual Work Calendar Days: 226 Days

Assignment Timeline: Candidate to start as soon as possible. Transition time by or around August 11, 2025.

Primary Purpose:

The Chief Financial Officer is a Cabinet-level position who serves under the general direction of the Superintendent. The Chief Financial Officer is responsible for the day to day district financial operations and overall fiscal condition of the district. Oversees the implementation and consistent application of sound management practices and controls, including, but not limited to, transparent financial reporting and analysis, cash flow, debt management, tax collection, the procurement process, payroll, accounts payable, risk management, nutritional services, and managing and monitoring the budget. Oversees data requested and received by TEA about public education, including student demographic and academic performance, personnel, financial, and organizational information.  Serves campuses and departments by providing resources from a service oriented team. Serve as the chief financial adviser to the superintendent and board of trustees.  

Qualifications:

Education/Certification:

Bachelor’s degree in a business-related field or educational administration

TASBO Certification (Texas Association of School Business Officials) must complete within two years of employment

 

Special Knowledge/Skills:

  1. Experience using state funding templates to project revenue and expenditures in annual budget preparation.
  2. Ability to lead and manage exempt and non-exempt personnel .
  3. Knowledge of information/data processing systems and financial applications.
  4. Ability to resolve conflict, listen, and appropriately respond to concerns.
  5. Ability to manage budget and personnel.
  6. Ability to implement policy and procedures.
  7. Ability to interpret data.
  8. Excellent communication, public relations and interpersonal skills.

 

Experience:

Three years of district-level business/finance leadership experience.

Business Manager (Preferred)

 

Major Responsibilities and Duties:

Financial Management

  1. Administer the district’s budget and ensure that operations are cost-effective and funds are managed wisely. Assist in the preparation and present all budget adjustments, additions, and deletions.
  2. Coordinate the annual budget preparation process. Work with the accountants to develop annual revenue and appropriations projections, using state funding templates.
  3. Maintain rolling five-year budget projections based on the best available data.
  4. Serve as an investment officer for the school district and ensure compliance with the Public Funds Investment Act.
  5. Assist the district’s independent and internal auditors in conducting annual and other periodic audits.
  6. Assist in planning and developing school bond proposals or other debt issuance including planning maturity schedules and payments for bond issues.
  7. Ensure that bond funds are spent legally, in accordance with permitted uses and in a manner consistent with what the community has authorized.
  8. Ensure preparation and integrity of all district general accounting records and related financial reports using accepted standards for school accounting as prescribed by the Texas Education Agency.
  9. Act as financial advisor to the Superintendent and Board of Trustees and keep them informed of the financial condition of the district.
  10. Ensure that all financial obligations of the school district (accounts payable, notes payable, bonded indebtedness, and payroll) are met on a timely basis.
  11. Implement and maintain internal control procedures to ensure the safeguarding of assets and reliability of accounting data and to promote operational efficiency and ensure adherence to prescribed procedures.

 

Operations/Support Services:

  1. Ensure that the district purchases goods and services in an efficient, fair, legal and transparent manner.
  2. Ensure that transportation services are operated safely and efficiently.
  3. Ensure the federal school lunch programs, district catering, vending and other programs in child nutrition are operated efficiently, fairly and legally.
  4. Ensure that payroll services are operated effectively and employees are paid accurately and on time.
  5. Ensure that district facilities are constructed, maintained, and cared for efficiently and effectively.
  6. Ensure the data integrity and overall accuracy in the district’s Public Education Information Management System (PEIMS) department.

 

Administration/Facilities/Fiscal Management:

  1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in finance and operations areas.
  2. Compile, maintain, and present all physical and computerized reports, records, and other documents required.
  3. Compile budgets and cost estimates based on documented program needs.
  4. Ensure that departments in the Financial Services division are operating efficiently, fairly and legally in all areas of management.
  5. Ensure that multi-year operations plans (staffing and non-staffing) are developed and updated based on projected district growth in the finance and operations areas.

Community Relations

  1. Demonstrate use of appropriate and effective techniques to encourage community and parent involvement.
  2. Promote a spirit of cooperation and community with all district campuses.
  3. Serve as district liaison with the community.
  4. Serve as the liaison with the appraisal districts and state tax office.

 

Other Related Duties

 

  1. Serve as the District's Custodian of Record, ensuring compliance with the Texas Public Information Act and Board Policy related to records access, retention, and destruction.

  2. Oversee the Records Management Program, including the proper storage, security, and disposal of financial and operational documents in accordance with state and local retention schedules.

  3. Regular interaction with and presentations to the Board of Trustees.

  4. Membership on and some presentations to various community committees including Community Advisory Committee, Emergency Preparedness Advisory Committee, School Health Advisory Committee, School to Employment Advisory Committee, and Technology Advisory Committee.

  5. Occasional interaction with local media.

  6. Other duties as assigned by the Superintendent.

Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.
