Primary Purpose:

Articulate the vision and provide leadership for all district business functions by guiding, directing, evaluating, and monitoring the delivery of services in these areas. Provide leadership for the district’s business activities to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. 

Qualifications:

Education/Certification:

Bachelor’s degree in business, accounting or other related field (preferred)

Special Knowledge/Skills:

Knowledge of budgeting, accounting systems, and payroll processing

Working knowledge of financial applications and accounting

Ability to use software to develop spreadsheets and perform data analysis

Ability to implement policies and procedures

Ability to interpret data

Ability to manage budget and personnel

Strong organizational, communication, public relations, and interpersonal skills

Ability to speak effectively before groups of employees, the school board or other organizations

Experience:

2 years of accounting or business management experience 

Major Responsibilities and Duties:

Instructional and Program Management

  1. Is conversant with the district’s curricula and instructional implementation strategies and the specific ways in which the business operations supports instruction. 
  2. Implement budget planning to meet district instructional goals.
  3. Work with other personnel in projecting student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs and other costs items for district and individual school improvement.

Fiscal Management

  1. Assist in the preparation of the budget and development of long- and short-range objectives for the business operations of the district.  Including but not limited to purchasing, food services, accounting, insurance, bond issues and debt management.
  2. Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting Manual.
  3. Administer the district’s budget and ensure that operations are cost-effective and funds are managed wisely. Prepare all budget adjustments, additions, and deletions.
  4. Assist the district’s independent and internal auditors in conducting periodic audits.
  5. Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
  6. Determine cash available for investment and payment of bills based on daily analysis of cash flow.
  7. Oversee monthly bank reconciliations for all accounts. Review reconciliations of vendor and payroll clearing accounts.
  8. Maintain the district’s investment portfolio.
  9. Work with district personnel to project student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
  10. Plan and conduct needs assessments for improvement of district business operations. Ensure that business operations support the district’s goals and objectives and provide leadership to achieve cost-effective practices throughout the district.
  11. Assist with administration of the business office budget and ensure that programs are cost effective and funds are managed prudently.
  12. Attend board meetings and make presentations when appropriate and/or requested.

Purchasing and Inventory

  1. Maintain accurate and current inventory records of the district’s fixed and movable assets and oversee maintenance of a timely replacement cost-asset listing for insurance purposes. Organize and conduct sales to dispose of surplus and salvage equipment.
  2. Oversee the preparation of bids and bid specifications. Receive and analyze bid proposals and prepare written recommendations.

Personnel Management/Supervisory Responsibilities

  1. Review and revise business department job descriptions.
  2. Ensure sound communication techniques are understood and used by business office employees in their contact with staff and community.
  3. Develop training options and/or improvement plans to ensure exemplary business operations.
  4. Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Policies, Reports and Law

  1. Review and recommend appropriate policies, administrative regulations and administrative practices for the area supervised.
  2. Implement the policies established by federal and state laws, State Board of Education rule, and local Board policy in the areas assigned.
  3. Compile, maintain, and file all physical and computerized reports, records, and other documents required including preparing and evaluating monthly financial statements and related budget reports, preparing financial reports for all federal funds and grants, preparing financial data for submission to TEA, and preparing and publishing comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.
  4. Follow district safety protocols and emergency procedures.

  2. Seek, accept and respond to evaluative feedback from line supervisors, utilizing this data to improve performance.
  3. Take initiative to develop needed professional skills appropriate to the job assignment.

Mental Demands/Physical Demands/Environmental Factors:

Tools/Equipment Used: Standard office equipment including personal computers and peripherals.

Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting.

Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching.

Lifting: Occasional light lifting and carrying (less than 15 pounds)

Environment: Frequent district-wide travel; occasional statewide travel.

Mental Demands: Work with frequent interruptions; maintain emotional control under stress.

Regular on-time attendance is an essential function of this position.
