Primary Purpose:

Manage the financial, food service, and management information system operations of the district.  Prepare annual budget for the district, including revenue projects and cost estimates.  To perform various financial related duties for the district, including supervision of accounts payable, purchasing, accounting, and payroll departments, data entry, record keeping, report preparation, providing research and resolving payable and financial data inquiries for vendors and district personnel, responsible for purchasing and bidding compliance, providing assistance to all district personnel to achieve efficient business-related functions, providing technical expertise for financial planning for all district operations.  To monitor the financial operations of the food service department and ensure vendor compliance with the food service contract and state and federal regulations.  Monitor the print shop services and operations of the district to ensure the efficient and effective provision of services to schools and departments.  

 

Qualifications:

      Bachelor’s degree in Finance or Accounting

      Master’s degree in Business or related field

      CPA preferred

      Minimum five years governmental finance-related experience

      Minimum three years’ experience as CFO or Assistant Superintendent for Business, preferred

     

Special Knowledge/Skills:

Thorough understanding of governmental accounting

Advanced technical knowledge of school finance, budgeting and accounting systems (including GASB, SAS, and TEA’s Financial Accountability System Resource Guide), and economics

Ability to manage and coordinate diverse district functions through subordinate personnel

Working knowledge of data processing systems and financial applications

Skilled in use of spreadsheet and other software applications such as Excel, Word, and PowerPoint as needed for financial reports

Interpersonal skills for communication with various stakeholders

Ability to interpret policy, procedures, and data

 

Major Responsibilities and Duties:

Instructional Management

  1. Ensures that business operations are supportive of the instructional goals and objectives of the district and attainment of the campus performance objectives.

 

School/Organizational Climate

  1. Develop long and short-range objectives and goals for the business and financial services operations of the school district.
  2. Provide for effective two-way communication with staff, community, media, and Board.
  3. Keep the Superintendent informed on the business and financial affairs of the district.

 

School/Organizational Improvement

  1. Plan and conduct assessments for growth and improvement of the district’s business and financial services operations.

Personnel Management

  1. Prepare, review, and revise job descriptions related to the business and financial services department and submit them to the Superintendent for consideration.
  2. Work collaboratively and supportively with the Human Resources Department to ensure that the District salary budget is effectively managed.
  3. Develop training options and/or improvement plans to ensure the best operation in the area of business and financial services operations.
  4. Evaluate job performance of assigned employees to ensure effectiveness.

 

Administration and Fiscal Management

  1. Direct and manage business operations of the District including payroll, purchasing, accounting, tax collections, budget and budget hearings, bond issues, debt management, investment programs, risk management and fraud protection.
  2. Ensure that programs are cost-effective and funds are managed prudently.
  3. Develop and implement financial strategies regarding investment programs, debt management, budgeting, resource allocation, tax collection, and all other financial related duties to secure the best financial position possible for the District given the constrains of law, regulation, policy, and District priorities.
  4. Provide leadership to achieve cost-effective practices throughout the District.
  5. Coordinate, facilitate, and manage the provision of services to the District by outside financial professionals.
  6. Develop and implement internal controls to assess and manage financial risk and to protect the District from fraudulent financial transactions.
  7. Work with the Chief Human Resources Officer to ensure that the District’s payroll and benefits coordination are functioning collaboratively, effectively, and efficiently.
  8. Develop a budget planning process and timeline that supports the Superintendent’s responsibility to prepare an annual budget for presentation to the Board of Trustees. The budget development process and timeline will be subordinate to the related, collateral timelines for core District Strategic Plan, District Improvement Plan and Campus Improvement Plan timelines, and to the extent possible, reflect comprehensive evaluation of efficiency and impact of District resources.
  9. Implement policies established by federal and state law, State Board for Education rules, and the local board policy in the area of business and financial services operations.
  10. Compile, maintain, and file all reports, records, and other documents related to business and financial affairs of the District, as required.

 

Relations

  1. Work collaboratively and effectively with the Superintendent’s cabinet and/or other District staff as appropriate, to compile district, campus, and program budgets and cost estimates based upon documented program needs.
  2. Work collaboratively and effectively with District staff involved in District planning an evaluation to assess the financial efficiency and effectiveness of District programs and to implement sound financial management of district programs given the outcomes of such assessments.

 

Student Management

  1. Demonstrate support for district’s student management policies and expected student behavior related to operational aspects of the district (classroom facilities, etc.)

 

Professional Growth and Development

  1. Develop professional skills appropriate to job assignment.

 

School/Community

  1. Articulate the district’s mission to the community and solicits its support in realizing the mission.

 

Supervisory Responsibilities

  1. This position reports directly to the Superintendent and represents the district in many organizations and at civic events. Requires regular contact with Assistant Superintendents, campus administrators, and central office staff; serves as a member of the Superintendent’s Cabinet and a senior district administrator.

Miscellaneous

  1. Work collaboratively with the Superintendent’s cabinet, and other District staff to assess the District’s financial needs as they relate to facilities and other capital assets, to coordinate the improvement of stakeholders in the bond planning process, and to support the District’s comprehensive plan for use of bond funds and issuance of bonds.
  2. Demonstrate awareness of district/community needs and initiates activities to meet those identified needs.
  3. Demonstrate behavior that is professional, ethical, responsible, and serves as a role model for all district staff.
  4. Perform other duties as assigned; however, all employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required.
