Job Title: Bond Accountant

PRIMARY PURPOSE
Perform professional accounting work involving compilation, consolidation, analysis and reporting of financial data.
QUALIFICATIONS
Education/Certification:
- Bachelor’s degree in accounting from an accredited college or university
- CPA preferred
Special Knowledge/Skills:
- Knowledge of governmental accounting and auditing principles established by the Governmental Accounting Standards Board (GASB)
- Knowledge of computerized accounting systems
- Ability to analyze and interpret financial data, evaluate accounting problems, develop data, and recommend improved procedures
- Ability to use software to develop complex accounting reports, spreadsheets, and databases
- Effective organizational, communication, and interpersonal skills
Experience:
Three to Five years of accounting experience, preferably in a school district, or in bonds or construction
MAJOR RESPONSIBILITIES AND DUTIES
Accounting
- Accurately record all transactions related to bond proceeds, including construction costs, interest payments, and debt repayments.
- Monitor the financial status of construction projects funded by bond issues, tracking expenditures against budgets, and identifying potential cost overruns.
- Review, analyze and monitor monthly budget to actual reports.
- Provide analysis and interpret results for departmental planning and decision-making.
- Monitor multiple projects status to identify potential issues/concerns and notify stakeholders in a timely manner. Offer guidance on problem resolution.
- Develop and maintain budgets for bond-funded projects, forecasting future cash flows, and analyzing variances.
- Perform regular reconciliations of bond accounts to ensure accuracy and identify discrepancies.
- Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and district procedures.
- Compute and prepare data for journal entry and budget transfers related to bond funds.
- Review and verify accuracy of journal entries, accounting methods, and procedures.
- Analyze general ledger accounts relating to capital projects and capital bond activity. Review coding of invoices to ensure appropriate assignment to projects and chart of accounts.
Administration
- Develop positive working relationships with project directors, accounting staff and other departments related to assigned work.
- Respond to inquiries and provide a high level of customer service.
- Provide technical information and support to project directors, other accounting personnel, department management and staff regarding accounting requirements.
- Follow district safety protocols and emergency procedures.
Records and Reports
- Prepare timely audit schedules and financial statements to facilitate the audit process related to bond transactions
- Compile, maintain, and file all reports, records, and other documents required, including auditable records and financial statements.
Other
- Follow district safety protocols and emergency procedures.
- Maintain confidentiality regarding student and coworker information and as required by FERPA.
