Description

Primary Purpose:

Process reporting to state and federal entities; reconcile payroll related general ledger accounts; ensure that payroll is delivered in compliance with applicable state and federal laws and regulations.

 

Qualifications:

Education and Certification

  • Bachelor’s degree
  • Degree preference in accounting, finance, business administration, or related field

Experience

  • Two (2) years of business or payroll related experience
  • Public school district experience (preferred)
  • Experience with eFinance Plus, Excel, Word, and Laserfiche (preferred)
  • Experience with Teacher Retirement System of Texas (TRS) reporting (preferred)

Special Knowledge and Skills 

  • Knowledge of local, state, and federal requirements relating to payroll issues and reports
  • Knowledge of payroll accounting and auditing principles
  • Knowledge of payroll reporting requirements
  • Knowledge of Teacher Retirement System of Texas (TRS) rules and regulations
  • Proficiency in using a PC and software for word processing, spreadsheet creation, and database management, with advanced experience in Microsoft Office (Word, Excel, PowerPoint) and Google Workspace (Docs, Sheets, Slides)
  • Effective communication and interpersonal skills
  • Ability to work with numbers in an accurate and rapid manner

Major Responsibilities and Duties: 

  • Work cooperatively with the finance department to reconcile payroll liability accounts on the general ledger on a monthly basis.
  • Develop, recommend, and implement procedures to ensure timely reconciliation of payroll liability accounts.
  • Process monthly Teacher Retirement System (TRS) reporting.
  • Reconcile TRS reporting on monthly basis.
  • Assist in the development and implementation of systems and processes to improve the efficiency and effectiveness of the payroll function.
  • Assist in the payment and reconciliation process of Education Staffing Solution (ESS) billings for district contracted substitutes.
  • Process vendor payments for payroll deductions on a bi-weekly and monthly basis.
  • Prepare special reports for management as required.
  • Assist with implementation of Laserfiche electronic document imaging system for payroll records.
  • Work cooperatively with all departments and campuses on payroll related matters.
  • Attend all applicable training opportunities related to payroll processing and changes to state and federal law.
  • Maintains and adheres to ethical business practices.

Other Duties: 

  • Follow district safety protocols and emergency procedures. 
  • Participate in professional development, department meetings, and special events as assigned.
  • Perform other duties as assigned.
