EDUCATION AND EXPERIENCE:
Bachelors Degree
Ten years relevant combined experience in law enforcement, safety and security, and emergency management 

Experience in evaluating emergency crisis situations and demonstrating leadership in interactions with employees, contractors, public officials, other government agencies and the public, especially during critical emergency incidents 

Experience in initiating and leading the collaboration, facilitation and coordination of all individuals and resources involved in emergency and non-emergency situations 

Experience and training in the National Incident Management System (NIMS) or other web-based incident reporting systems 

 

CERTIFICATIONS

Certification in one or more of the following: 

CERT – Community Emergency Response Team 

EPCP – Emergency Preparedness Certificate. 

TPCL – Texas Peace Officer License 

NIMS – National Incident Management System

 

High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.

 

PRIMARY PURPOSE SUMMARY
Responsible for providing strategic direction and leadership for the overall administration and coordination of the NEISD safety and security program for the District to provide a safe and secure learning environment for students and staff. Develops, establishes, and enforces safety and security policies, access control procedures, support risk management efforts, safety, emergency management and asset protection.

 

ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES: 
1. Identifies, assesses, and mitigates potential risks related to safety, security, and operations.
2. Develops, facilitates, promotes, and coordinates mandatory training and presentations required for district administrators and staff on school safety and security subjects including situational awareness, emergency training drills including active shooter, hostage situation and bomb threats.
3. Responsible for ensuring compliance of the Texas Education Agency (TEA) security and safety audits and observations, to include penetration of all District campuses and facilities.
4. Responsible for overseeing the management of the Campus Safety Specialist (CSS) program to include school safety and security inspections, investigation of school safety issues, and security and safety training, supervision and performance of personnel.
5. Conducts security assessments to identify vulnerabilities and recommend appropriate security measures and analyzes security data, prepares reports and provides recommendations to improve safety and security programs.
6. Serves as the facilitator of the Safe and Supportive School Program Team that conducts behavior threat assessments and implements formal processes to recognize, report and assess concerning behaviors so that effective management strategies can be implemented to help de- escalate concerning behaviors.
7. Fosters security education and awareness, conducts security briefings, and participates in campus safety inspections by walking the campus or facility and observing traffic flow during the day.
8. Reviews and updates Emergency Management Plans, programs, and projects to promote preparedness and business continuity.
9. Develops safety budget and monitors the budget expenditures accordingly. Provides budgetary recommendations for safety and security items that may be included in future bonds and/or plans.
10. Coordinates school safety and security plan assessments for campuses and buildings. Ensures Emergency Procedures are being followed and updated as needed.
11. Facilitates regularly scheduled emergency preparedness meetings for school administrators and emergency personnel.
12. Acts as Incident Commander of the Districts Emergency Response Team. Responds to district sites in a crisis and works closely with Administrators, Law Enforcement, Fire Department and other first responding agencies.
13. Partners with community resources such as City of San Antonio Office of Emergency Management Response and Bexar County Office of Emergency Management Services to ensure that building safety plans meet federal, state, and county requirements and incorporate best practices.
14. Represents the District as the liaison with law enforcement and Bexar County on matters of school safety and security.
15. Ensure effective collaboration with the North East ISD Police Department (NEPD) and all first responder agencies during emergencies and routine safety initiatives.
16. Provides and presents annual reports on current safety and security practices. Assesses vulnerabilities and identifies strategies to improve school safety and security.
17. Prepares and delivers written and oral presentations regarding security and safety issues to the board, staff, and community, including the Parent-Teacher Associations (PTAs) on an as needed basis.
18. Collaborates with principals to coordinate a walking tour of buildings and grounds biennially with law enforcement agencies and first responders that are primarily responsible for protecting and securing the school entity to discuss and coordinate school safety and security matters.
19. Maintains confidentiality of information.
20. Reports to work every day.
21. Performs additional duties and responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS:
• Successful completion of a pre-employment background investigation and pre-employment physical examination to include vision, hearing, alcohol and drug testing, and a psychological examination.
• Candidate must possess a valid License to Carry firearm certification from the State of Texas or meet the qualifications of obtaining an LTC via the Texas DPS Special Conditions for Law Enforcement, and Texas Department of Public Safety School Safety Guardian program within six months after employment.
• Possess own duty gear and equipment (partial reimbursement upon successful completion of required training and service time), to include but not limited to: 9mm (Glock or Smith & Wesson) Pistol, (2) magazines, and any other District approved personally purchased duty gear or equipment.
• Knowledge of Texas House Bill 3 requirements, Texas school safety standards, and other TEA school security and safety regulations.
• Ability to communicate clearly in English and prepare clear, concise, and grammatically correct correspondence.
• Demonstrated experience in reviewing documents such as policies and/or procedures, reports, etc. for quality assurance/compliance purposes.
• Knowledge of Emergency Management and Incident Response Procedures as they pertain to Public Safety
• Knowledge of state and federal laws, regulations and policies guiding school safety and security; deep understanding of school systems and community resources
• Proficient in the use of computer and computer related equipment with working knowledge or willingness to learn the use of general and specialized computer software programs (i.e., Databases, Maintenance, Project Management, Spreadsheet, Word Processing, Construction, Design, Internet, Contact Management, and Security applications).
• Ability to build trust and positive working relationships with diverse groups including educators, stakeholders, emergency management personnel, first responders, legislative/policy staff and community members
• Ability to work as a member of a team and motivate others in engagement and performance
• Ability to read, analyze, and interpret construction documents, general business periodicals, professional journals, technical procedures, and governmental regulations
• Ability to communicate, drill, and train individuals of various levels of education and levels of safety knowledge and experience
• Ability to calmly think and render sound decisions quickly during periods of extreme pressure or crisis
• Valid Texas Driver License with driving record that meets the requirements of the District

While performing the duties of this job, the employee is regularly required to stand; walk and talk or hear. The employee is frequently required to use hands or fingers to handle or feel; reach with hands and arms; climb; balance; stoop; kneel; crouch; crawl; use ladders and lift equipment; use catwalks to access building roofs, lofts, high stage areas, cooling and water towers; access, enter and work in utility tunnels, building basements, attics and spaces and other confined spaces. The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this position/job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. May be required to work weekends and when necessary, as requested. The employee is regularly required to drive a District vehicle in the performance of assigned tasks.
