PRIMARY PURPOSE:

  • Direct and oversee all aspects of payroll operations, including payroll processes, procedures, taxes, finance, and reporting. Develop and implement strategies to improve payroll efficiency and accuracy, and keep stakeholders informed about payroll laws and regulations. Ensure compliance with applicable state and federal laws and regulations.

QUALIFICATIONS:
Education/Certification:

  • Bachelor’s degree in accounting, finance, business administration, or a related field, or a minimum of ten (10) years of high-level payroll experience.
  • TASBO or Certified Payroll Professional (CPP) certification preferred.

SPECIAL KNOWLEDGE/SKILLS:

  • Extensive knowledge of federal, state, and local payroll regulations.
  • Strong understanding of Teacher Retirement System (TRS) reporting requirements.
  • Expertise in payroll functions, including payroll processing, balancing, internal controls, and tax reporting.
  • Advanced analytical and mathematical skills to perform complex payroll calculations.
  • Strong attention to detail and ability to manage sensitive employee information ethically and confidentially.
  • Excellent organizational, problem-solving, and leadership skills.
  • Effective communication and interpersonal skills to collaborate with internal and external stakeholders.
  • Proficiency in payroll software, including MUNIS, Frontline, or similar time and attendance systems.
  • Strong computer skills, particularly in Microsoft Excel for data analysis and reporting.

EXPERIENCE:

  • Minimum of three (3) years in a high-level payroll management role, with preference for school district experience.
  • Three (3) years of payroll supervisory experience preferred.

MAJOR RESPONSIBILITIES AND DUTIES:

  • Direct and oversee payroll operations, including payroll processing, tax reporting, and state-mandated reporting requirements.
  • Ensure the accuracy and integrity of payroll data, general ledger postings, and deduction/benefit accounts.
  • Supervise and evaluate payroll staff, assigning responsibilities and implementing procedures to enhance efficiency.
  • Develop and enforce payroll policies to ensure compliance with district policies and legal requirements.
  • Maximize the functionality of MUNIS and Frontline systems to streamline payroll operations, improve efficiency, and ensure data accuracy.
  • Continuously evaluate payroll processes, identifying and implementing improvements in collaboration with the Assistant Director of Payroll.
  • Oversee payroll-related financial functions, including timekeeping, payroll adjustments, and payroll control record maintenance.
  • Ensure accurate processing of new hires, pay rate changes, tax deductions, benefit elections, and other payroll-related updates.
  • Oversee the timely payment of payroll liabilities, including tax deposits, TRS contributions, and other required deductions.
  • Manage the preparation, balancing, and distribution of payroll records, including W-2 forms and federal 941 tax filings.
  • Ensure excellent customer service is provided to employees regarding payroll inquiries and concerns.
  • Supervise the hiring, training, and professional development of payroll staff.
  • Prepare and present payroll reports to district leadership and external agencies as required.
  • Coordinate with Finance and IT departments to implement system enhancements and troubleshoot payroll-related issues.
  • Perform other duties as assigned.
