Primary Purpose

 

Direct and manage the district’s comprehensive multimillion-dollar transportation and vehicle maintenance program; oversee maintenance of all district-owned vehicles; ensure safe and efficient operation of the transportation department. Actively contribute to the overall mission and strategic plan of Clear Creek ISD by fostering a culture of continuous improvement and innovation within the department.

 

Qualifications

 

Education/Certification/Licensure

Bachelor’s degree from an accredited college or university (preferred)

Certified Administrator Professional certification from the Texas Association of Pupil Transportation (required)

Valid Texas driver’s license with a CDL certification and P & S endorsements

Special Knowledge/Skills

Demonstrated effective communication and public relations skills

Strong leadership and management skills

Ability to design and implement effective policies and procedures

Ability to manage budget and personnel

Strong organizational skills

Ability to direct and manage large vehicle fleet operations

Experience

Minimum 10 years leadership experience in a public school transportation setting

Minimum 10 years managing a multimillion-dollar budget in a public school setting

Experience managing operations of a large fleet of vehicles preferred

 

Major Responsibilities and Duties

 

  1. Align transportation and fleet services with the district’s instructional and operational goals.
  2. Develop strategic plans to address future transportation needs based on projected enrollment changes.
  3. Establish policies and procedures to ensure operational excellence, regulatory compliance and exemplary customer service.
  4. Respond to after-hours emergency calls as needed; operate buses and deliver buses to drivers when breakdowns occur.
  5. Implement federal and state law, State Board of Education rules, and board policy in transportation area.
  6. Compile, maintain, file, and present all physical and computerized reports, records, and other documents required in transportation area.
  7. Implement district’s student discipline policies and communicate to students expected behavior when using district transportation.
  8. Implement procedures that maintain safety standards in compliance with state and federal laws, and insurance regulations.
  9. Develop training options and improvement plans to ensure exemplary operation of the Transportation Department.
  10. Facilitate conflict resolution within the Transportation Department.
  11. Ensure compliance with applicable personnel policies.
  12. Direct repair of all district-owned vehicles and oversee plans for preventive maintenance.
  13. Compile budgets and cost estimates based on documented program needs.
  14. Administer transportation budget and ensure that programs are cost-effective and that funds are managed wisely.
  15. Initiate purchases and bids in accordance with budgetary limitations and district policies.
  16. Maintain a current inventory of buses and white fleet vehicles.
  17. Evaluate and optimize fleet assets.
  18. Oversee the evaluation of all transportation personnel and make sound recommendations about placement, assignment, retention, discipline, and dismissal.
  19. Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus drivers.
  20. Prepare, review, and revise transportation department job descriptions.
  21. Ensure staff members promote high expectations, recognize excellence and achievement, and encourage good attendance and safe driving.
  22. Advise administration about inclement weather conditions that may result in the closing of schools or road hazards.
  23. Assist with gathering information in investigations of school bus accidents and student safety violations.
  24. Help organize and conduct training programs to promote a safe work environment.
  25. Perform disaster duty as needed (hurricanes, floods, ice storms, etc.).
  26. Attend and make presentations at conferences and school board meetings to discuss innovations and problems in transportation.
  27. Demonstrate integrity and ethics.
  28. Foster a culture of accountability and leadership.
  29. Identify and encourage employees who possess leadership qualities and potential.
  30. Manage and utilize data effectively for systemic process and program analysis.

  37. Participates fully in drills and safety exercises to provide for the safety and overall emotional wellbeing of students.
  38. Utilize time wisely for effective management of job responsibilities.
  39. Maintain punctuality in daily work times, appointments, and meetings.
  40. Meet task completion deadlines established by supervisor.
  41. Maintain friendly customer-service-driven interactions with all stakeholders, students, teachers, administrators, and co-workers.
  42. Work cooperatively with co-workers and supervisors to ensure that the goals of the school/department are met.
  43. Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).
  44. Perform other duties and accept other responsibilities as assigned.
